About this file
This is a Questions and Answers document for federal contract opportunity 12444126Q0011, containing clarifications issued through two amendments.
The document addresses two key inquiries from potential offerors. Amendment 1 (2/13/2026) clarifies that while a formal site visit is not scheduled or mandatory, offerors are strongly encouraged to visit accessible public land sites to assess travel logistics and identify necessary equipment for work performance, particularly in water-limited areas. Amendment 2 (2/17/2026) specifies submission requirements and modifies contract terms. Offerors must submit three mandatory documents with their proposals: Attachment 1 (Schedule of Items), Attachment 5 (Relevant Experience Past Performance Questionnaire or equivalent), and Attachment 7 (Subcontractor Consent Form if applicable). Proposals lacking these documents may be deemed unresponsive. Offers must be submitted via email to tobi.shumaker@usda.gov by March 12, 2026, at 12:00 p.m. Eastern Time. The document also amends FAR 52.212-1 to establish a 90-calendar-day period for offerors to hold prices firm from the offer receipt date.
