About this file
This is an instruction template for calculating self-performed work requirements in response to a Department of Veterans Affairs solicitation for front side walk repair at Temple VAMC in Temple, Texas (Solicitation 36C25726Q0260). The document establishes calculation methodology for Service-Disabled Veteran-Owned Small Business (SDVOSB) subcontracting limitations under VAAR 852.219-73.
Offerors must complete five calculations at proposal submission: total proposed price, cost of materials, total cost excluding materials, amount projected to be paid to non-VetCert SDVOSBs, and resulting percentages for non-VetCert work and self-performed work. For general construction contracts, the limitation stipulates that no more than 85% of the amount paid by the government may be subcontracted to firms that are not VIP-listed SDVOSBs, meaning the offeror must self-perform at least 15% of contract work. The template requires offerors to document these calculations using the specified formula (d÷c×100) to derive the percentage of estimated non-VetCert subcontracted work and subtract from 100% to determine self-performed work percentage.
