FSI/SAIT Data Literacy, Analysis & Visualization Workshops Attachment 3: Performance Metrics

The following text will be incorporated into a resultant award and explains how awardee contract performance will be evaluated by the Government in the course of performance.

Section C Performance Metrics - Evaluation Areas

For each of the Evaluation Areas below, performance will be rated and evaluated using, but not limited to, the following considerations:

Quality: The Instructors must adhere to the PWS and established curriculum and learning objectives for the courses, as well as any applicable FSI standards and procedures, in facilitating high-quality courses. Instructors should demonstrate excellent instructional skills in the area of business data analysis and data literacy as they apply to modern workplaces and a foreign affairs context. Instructors should have a strong understanding of business data analysis principles and learning scenarios, and how to apply them to a foreign affairs context. Instructors should be familiar with how to teach adult learners. Multiple measurements will be used to formulate a rating including participant feedback, quality of the instructor’s contribution to collaborative meetings, and observations by the COR and Workshop Coordinator.

Schedule/Timeliness of Performance: Instructors must adhere to the deadlines specified by the PWS with regard to submitting curriculum documents and holding the collaborative meetings. The rating will be formulated by the COR and Workshop Coordinator based on observation.

Management/Business Relations/Customer Satisfaction: Instructors must provide effective customer service to the internal FSI clients of this contract, including the COR and Course Coordinator. Instructors must respond in a timely manner to requests to schedule collaborative meetings. The rating will be formulated by the COR and Workshop Coordinator based on observation and participant feedback.

Key Personnel: The COR will assess the contractor's performance in selecting, retaining, supporting, and replacing, when necessary, key personnel Instructors. The Instructor(s) must adhere to the requirements as outlined in the Curriculum document and PWS to facilitate workshops.

Additional considerations:

1. How well did the contractor match the qualifications of the key position, as described in the contract/order, with the person who filled the key position?

2. Did the contractor support key personnel so they were able to work effectively?

3. If a key person did not perform well, what action was taken by the contractor to correct this?

4. If a replacement of a key person was necessary, did the replacement meet or exceed the qualifications of the position as described in the contract or order schedule?
