FSI/SAIT Data Literacy, Analysis & Visualization Training Attachment 2: Evaluation Factors

Section M – Evaluation Factors for Award M.001 52.212-2 Evaluation- Commercial Items (Oct. 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The relative importance of the evaluation factors for the Technical Quote is as follows in descending order of importance:

Key Personnel/Resume, Technical Approach, and Relevant Corporate Experience are more important than Past Performance Key Personnel/Resume (FACTOR 1) The Key Personnel will be evaluated for demonstrated experience in performing work similar to the PWS and qualifications as presented in the resumes. Key personnel will also be evaluated on: experience in performing Data Literacy, Analysis and Visualization work; demonstrated understanding of Foreign Affairs work; experience teaching adult learners in this field; and, experience teaching this field to the Federal workforce.

Technical Approach (FACTOR 2) The Government will evaluate the Offeror’s demonstrated approach and methodology to successfully conduct and perform all tasks in the PWS as demonstrated in the Offeror’s Proposed Course Syllabus.

Relevant Corporate Experience (FACTOR 3) The Government will evaluate the Offeror’s relevant corporate experience with the full scope of activities relevant to performing the Data Workshops requirement.

Past Performance (FACTOR 4) The Offeror will be evaluated on the quality and success of its past performance in both the Government and private sector over the past five years on a pass/fail basis, to assess the Offeror's potential success in performing the work required by the solicitation.

Price Evaluation The Offeror’s price will not be pointed scored or adjectively rated but will be evaluated on price reasonableness in accordance with one or more of the techniques identified in FAR 15.404. The price proposals will also be used as an aid to determine best value and the Offeror’s understanding of the requirements of the solicitation and price reasonableness.

The evaluation factors for the Technical Quote, when combined, are significantly more important than the evaluated price.

(b) A written notice of award or acceptance of an offeror, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer unless a written notice of withdrawal is received before award.

M.002 Basis for Award The government will make award to the responsible quoter(s) whose quote conforms to the requirements of the solicitation and is evaluated as being the most advantageous to the government, cost or price and other factors considered. For this solicitation, technical merit is more important than cost or price. Award will not be automatically determined by numerical calculation or formula relationship between cost or price and technical merit. As technical merit of the offerors' quotes becomes more equal, the evaluated cost or price may become the determining factor. The source selection authority shall determine what trade-off between technical merit and cost or price promises the greatest value to the government, cost or price and other factors considered.
