About this file
This document is a Work Restrictions specification (Section 01140) for a contract at Fort Detrick, detailing comprehensive access, security, and operational requirements for contractors. Key restrictions include mandatory vehicle and personnel identification, security checks requiring US citizenship or legal residency, and specific entry procedures through the Nallin Farm Gate. Contractors must submit Access Request Form 190-3, register vehicles, and ensure all employees pass background checks before gaining post access.
Additional work restrictions cover working hours (0730-1630), requiring Contracting Officer approval for work outside regular hours, and guidelines for working in occupied buildings. Contractors must minimize dust and debris, carefully manage furniture and equipment, and obtain prior approval before entering buildings. The specification also mandates 14-day advance notification for any foreign nationals and establishes protocols for utility interruptions, which must be coordinated and approved in advance, typically occurring outside normal working hours or on weekends and holidays.
