Solicitation 70Z03826QE0000026 – Attachment 3: Salient Characteristics
This document specifies the key requirements for a Conventional Aircraft Tow Tractor to be procured by the United States Coast Guard Aviation Logistics Center. The tractor must deliver a minimum drawbar pull force of 14,000 lbs and meet specific dimensional constraints: maximum 150 inches in length without hitches, 180 inches with hitches, 8 feet overall height, and 90 inches in width, with a minimum gross weight of 17,000 lbs. The unit must be powered by an 80-volt electric battery system with a capacity of 66 kWh or higher and include an on-board charging system rated at 15kW with three-phase input capability (240V to 480V) configured for PosiCharge connections. The tractor requires 4-wheel drive, 4-wheel hydrostatic steering, leaf spring suspension, dual braking circuits, and a 3-level front and rear hitch with 2.75-inch pin diameter.
The operator's cab must include doors, windows, and defrosting windscreens with mirrors providing visibility of both front and rear hitches, along with air conditioning, heating, front and rear windshield wipers, and a suspended driver seat with two passenger seats. The tractor must be equipped with standard operational lighting including a rotating amber beacon, parking brake light, head and tail lights, turn and hazard signals, front and rear work lights, and reverse lights, plus a reverse buzzer alarm, horn, weatherproof backup camera system, and a 20-lb mounted fire extinguisher. The unit must be painted white with reflective ATA airport markings for ground support equipment. Delivery of the first article is required 90 days after receipt of order, and the unit must pass testing and evaluation performed by the USCG Aviation Logistics Center's Aviation Ground Support Equipment team and Engineering Specialist. Complete operation, maintenance, and parts manuals must be provided in both printed hardcopy and electronic PDF formats.
