About this file
This is a scoring sheet for RFP-2026-NHVH-01-TEMP, a medical services procurement issued by the State of New Hampshire through the New Hampshire Veterans Home (NHVH) in Tilton. The RFP seeks a qualified vendor to provide primary care physician coverage of approximately 100 hours per month and medical director services of approximately 40 hours per month to residents of this long-term care facility under a five-year contract with an optional two-year extension. Required services include in-person coverage five business days per week from 8:00 AM to 1:00 PM, 24/7 on-call availability with a one-hour response time guarantee, monthly resident examinations with appropriate orders, attendance at monthly medical meetings and quarterly Quality Assurance Committee meetings, and provision of annual physicals and physician consultations. Vendor inquiries were due April 13, 2026 at 3:00 PM, final agency responses to inquiries by April 20, 2026 at 4:00 PM, and proposals were due April 27, 2026 at 4:00 PM. The contract commences upon Governor and Executive Council approval or July 1, 2026, whichever is later.
Evaluation criteria on a 100-point scale comprised technical capability (20 points), experience and qualifications (25 points), experience with previous on-site contracted services (25 points), and pricing (30 points). The scoring sheet reflects evaluations of 15 vendors, with total scores ranging from 65 to 90 points, demonstrating that award selection was not based on pricing alone but on comprehensive assessment of qualifications, compliance, and experience. The contractor must maintain professional liability insurance of not less than $1,000,000 per claim and $3,000,000 per incident, possess current DEA licensure and professional medical licensure, and comply with federal and state regulations and HIPAA requirements. Pricing is structured on hourly rates for Medical Director and Physician services, with billing mechanisms varying according to residents' Department of Veterans Affairs service-connected disability status; prevailing-rate residents are billed directly to NHVH at rates not to exceed the Medicare Fee Schedule, while other residents' care is billed to insurance first with balance billing to residents. The contractor is responsible for all professional liability insurance, license fees, taxes, and operating expenses. No specific budget values or total award amounts are disclosed in the solicitation documents, and the procurement is open to all qualified vendors with no identified set-asides or incumbent vendors.
