About this file
This is Addendum #1 to Request for Proposals RFP-2026-NHVH-01-MED issued by the State of New Hampshire for medical services at the New Hampshire Veterans Home in Tilton. The addendum clarifies staffing model requirements for primary care physician coverage and medical director services. The facility requires on-site provider coverage from 8:00 AM to 1:00 PM, Monday through Friday, with a recommended minimum of one Nurse Practitioner or Physician Assistant three days per week and a Physician two to three days per week, depending on resident admissions. Vendors must submit a proposed schedule including the start date and days of weekly coverage. Per Virginia regulations, a Physician must evaluate new admissions within 72 hours and see residents monthly for the first 90 days post-admission and every 60 days thereafter. On-call coverage by a credentialed practitioner must be available when no provider is in the building. The bid closing date is April 27, 2026 at 4:00 PM EST. Bidders must acknowledge receipt of this addendum by signing and returning it with their proposals, and all changes noted in the addendum supersede previously submitted documents.
The addendum addresses pricing structure clarification, establishing that the Primary Care Provider (PCP) hourly rate applies to Nurse Practitioners and Physician Assistants, while the Medical Director rate applies exclusively to Physicians. Vendors must include documentation of their anticipated provider schedules with their bid submissions. The addendum directs respondents to the New Hampshire Department of Administrative Services website for complete bid solicitation documents and all related addendums. Bidders are required to provide their business name, address, contact information, and authorized signature on the addendum acknowledgment form prior to submission. No incumbent vendors are identified, and this procurement remains open to all qualified vendors meeting the specified licensing, insurance, and credentialing requirements outlined in the original RFP.

Addendum #01 to BID invitation RFP-2026-NHVH-01-MED
Date/Time of Bid Closing: April 27, 2026 4pm EST
1. In section 2.B Scope of Work: It specifies 5 days a week of on site coverage between 8am-1pm. With our provider model, the providers round as needed without set hours. Providers are expected to address all of the residents/facilities needs each rounding day but the on site time can vary. We would plan to have an NP/PA on site 3 days per week and the doctor 1-2 days per week depending on the residents' needs.
We can have the providers submit their hours for when they are on site only.
We are requesting a Provider to be on site 8am to 1 pm Monday through Friday. If you are still interested in submitting a Bid, I recommend including a proposed schedule including the start date and days of the week of anticipated coverage. There also must be a plan for on call coverage when a Practitioner is not in the building. Per VA regulations a Physician must see a new admission, which includes residents returning from a hospital admission, within 72 hours of returning to the facility. A Physician must also see residents at least once every 30 days for the first 90 days after admission and at least once every 60 days thereafter. The minimum amount of Physician coverage would be 2 days per week and depending on admissions, may be 3 days per week.
2. In regards to the primary care hourly fee, does this include the services of an NP/PA or is it only for the Medical Director?
There are two price charts in the transmittal sheet, it includes rates for the PCP and rates for the MD. The PCP rate would be acceptable for an NP or PA. The Medical Director rate would need to be an MD.
NOTE: ALL CHANGES TO BID SOLICITATION NOTED IN ADDENDUMS WILL SUPERSEDE
PREVIOUSLY SUBMITTED DOCUMENTS AND MUST BE SUBMITTED WITH THE BID. ALL
OTHER SPECIFICATIONS REMAIN UNCHANGED AND VALID.
