About this file
This is a Justification and Approval for Other Than Full and Open Competition (CUI) document issued by the Defense Logistics Agency (DLA) Contracting Services Office in Philadelphia.
The DLA Installation Management is acquiring brand-name modular office furniture manufactured by Knoll, Inc. on a sole-source basis from Corporate Facilities of New Jersey, LLC (CFI Workspace). The acquisition will be executed as a Firm-Fixed-Price (FFP) Purchase Order for a minimum of 16 hoteling workspace cubicles to support renovation efforts at Naval Support Activity Philadelphia (NSA-P), specifically to convert an aged workspace in Building 26 on the first floor south in support of DLA Engineering Management. Space planning will commence immediately upon award, with delivery anticipated within 90 days and installation completion within 30 days of delivery. The justification cites 10 U.S.C. 3204(a)(1) and FAR 6.103-1(d) as statutory authority for the sole-source procurement, arguing that Knoll furniture is the only known manufacturer capable of meeting uniformity requirements with recently renovated DLA office spaces, and that CFI Workspace is the only authorized Knoll dealer geographically located within a 150-mile radius of NSA-P capable of executing delivery and installation within the required timeframe. Market research conducted in July 2026 compared Knoll pricing against similar products from other modular furniture dealers and manufacturers. Fair and reasonable pricing will be determined through price analysis per FAR 15.404-1, using techniques including historical price comparisons, competitive published price lists, and IGCE comparisons. A combined synopsis/solicitation will be publicly released on SAM.gov along with a redacted copy of this justification.

5. A DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF ACQUISITION REQUIRES USE OF CITED
AUTHORITY:
Recent modular furniture purchases at DLA Philadelphia have exclusively acquired Knoll manufactured products. The DLA Installation Management, Program Management Office has specified maintaining uniformity of newer/modern cubicle space furniture (modular furniture) and executive offices (case goods) of recently renovated buildings at NSA-P.
Uniformity of the products will allow DLA Installation Management to manage long term costs associated with maintenance and allow for inexpensive replacement of damaged or worn-out parts with similar items. If uniformity in the manufactured brand name product and item is not maintained among DLA Philadelphia’s renovated spaces, long term the Government may have to spend more time and money to replace broken components and maintain installed items. Utilizing the same items building-to-building allows DLA to store, replenish, and utilize replacement parts.
“Corporate Facilities of New Jersey, LLC” (CFI Workspace) is the only authorized dealer of Knoll products in the Philadelphia area. Therefore, it is hereby determined that CFI Workspace is the only vendor that is capable of meeting the government’s requirements.
6. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE,
INCLUDING WHETHER A NOTICE WAS OR WILL BE PUBLICIZED AS
REQUIRED BY PART 5 AND, IF NOT, WHICH EXCEPTION UNDER PART 5
APPLIES:
The DLA Installation Management PMO conducted a review of DoD and General Services Administration (GSA) MAS furniture acquisition ordering solutions to assess whether another vendor can provide the same or a similar solution. An evaluation of GSA vendors with MAS Federal Supply Schedules (FSS) indicates there are no Knoll authorized dealers, except the OEM, geographically located within a one-hundred-fifty (150) mile radius of NSA-P capable of executing delivery and installation within the time frame required by the end user.
As CFI Workspace has been deemed the only technical capable vendor able to execute space planning, delivery, and installation of required supplies and services within the geographic region within the timeframe required by the end user, and there are no other similarly situated sources identified through market research, this acquisition will be solicited on a sole source with CFI Workspace. In accordance with FAR 6.301(b)(2), a combined synopsis/solicitation will be sent directly to CFI Workspace and will be made publicly available, along with a redacted copy of this justification on SAM.gov.
7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:
As the Contracting Officer, I hereby determine that pricing will be determined fair and reasonable based on price analysis in accordance with FAR 15.404-1. It is anticipated that, in
