About this file
This is a Justification and Approval for Other Than Full and Open Competition (FAR 6.104-1(a)) issued by the Defense Logistics Agency (DLA) Contracting Services Office in Philadelphia. The document authorizes a sole-source procurement of brand-name modular office furniture manufactured by Knoll, Inc., to be acquired from Corporate Facilities of New Jersey, LLC (CFI Workspace), a small business located in Pennsauken, New Jersey (CAGE Code 5SWG3). The acquisition supports DLA Installation Management's renovation efforts at Naval Support Activity–Philadelphia (NSA-P), Building 3, specifically to complete the Computer-Aided Design (CAD) room renovation to support DLA Engineering Management. The procurement includes eight staff cubicles and one manager cubicle with delivery expected within 90 days of award and full installation completed within 120 days of award. The estimated dollar value is redacted in the document but the contract will be executed as a Firm-Fixed-Price (FFP) purchase order.
The justification for sole-source acquisition is based on two statutory authorities: 10 U.S.C. 3204(a)(1) and FAR 6.302-1(b) (only one responsible source available) and FAR 6.302-1(d) (brand-name description). DLA conducted market research comparing Knoll products to similar offerings and reviewed DoD and GSA MAS furniture acquisition channels, finding no other Knoll-authorized dealers within a 150-mile radius of NSA Philadelphia capable of meeting required delivery and installation timelines. The justification emphasizes that maintaining uniformity with previously renovated DLA spaces using Knoll furniture reduces long-term maintenance costs and prevents future expenses associated with incompatible components from multiple manufacturers. A combined synopsis/solicitation will be sent directly to CFI Workspace and made publicly available on SAM.gov with a redacted copy of this justification. The Contracting Officer has determined that quoted pricing will be evaluated for fairness and reasonableness using comparison to historical prices, competitive published price lists, market prices, and Independent Government Cost Estimates.

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN
COMPETITION (FAR 6.104-1(a)
1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY:
Requesting Agency:
Defense Logistics Agency (DLA) Installation Management 700 Robbins Avenue Philadelphia, PA 19111
Contracting Activity:
DLA Contracting Services Office Philadelphia 700 Robbins Avenue Philadelphia, PA 19111
2. NATURE AND/OR DESCRIPTION OF ACTION(S) BEING APPROVED:
This justification authorizes the use of other than full and open competition for the procurement of brand-name modular office furniture manufactured by Knoll, Inc. The instant acquisition will be executed on a sole-source basis with Corporate Facilities of New Jersey, LLC (CFI Workspace). The modular office furniture described in the Performance Work Statement (PWS) will be acquired in support of Defense Logistics Agency (DLA) Installation Management.
CFI Workspace is the only responsible, technically capable, and available small-business source within the geographic area that can ensure that new furniture is uniform with the existing office furnishings and recently renovated DLA office spaces at Naval Support Activity–Philadelphia (NSA-P), Building 3. The acquisition seeks to procure eight (8) staff cubicles and one (1) manager cubicle.
The Government anticipates award of a Firm-Fixed-Price (FFP) purchase order, with delivery expected ninety (90) days from date of award and full installation anticipated one hundred twenty
(120) days after date of award.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS (INCLUDING AN ESTIMATED DOLLAR VALUE):
The Defense Logistics Agency (DLA) Installation Management is an agency of the Department of Defense (DoD). DLA Installation Management is in the process of renovating multiple DLA workspaces at NSA Philadelphia. This acquisition is necessary to convert an aged and unusable workspace as part of the effort to complete the renovation of Building 03’s Computer-Aided Design (CAD) room to support DLA Engineering Management.
The acquisition specifies Knoll, Inc., modular office furniture and systems to ensure uniformity with previously updated spaces. The purchase will be executed as a Firm-Fixed-Price Purchase Order that includes procurement and installation of new modular furniture, systems, and fixtures.
Market research was conducted by contacting multiple industry participants known to conduct business with DLA Installation Management and Engineering Program Management Offices. The estimated dollar value of this acquisition is estimated at . Delivery of purchased modular furniture shall occur no later than ninety (90) days following award, with installation completed within thirty (30) days after delivery.
4. AN IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER THAN
FULL AND OPEN COMPETITION:
The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(b), “Only one responsible source and no other supplies or services will satisfy agency requirements,” and FAR 6.302-1(d), “Brand-name description or other purchase description.”
Knoll modular furniture is a brand-name product of Knoll, Inc., which is the only known manufacturer of the required solution. No other product can fulfill the requirement. In addition, CFI Workspace is an authorized small-business dealer and installer of Knoll products, is the closest geographically located authorized dealer, and is the highest-rated reseller of Knoll modular office furniture.
Maintaining uniformity across renovated spaces helps avoid excessive future costs associated with replacing or maintaining components sourced from multiple manufacturers.
5. A DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF
THE CITED AUTHORITY:
Recent modular furniture purchases at DLA Philadelphia have exclusively involved Knoll-manufactured products. The DLA Installation Management Program Management Office has emphasized maintaining uniformity in modular furniture and executive office furnishings throughout recently renovated buildings on base.
This consistency enables DLA to better control long-term maintenance costs and simplifies replacement of damaged or worn components with standardized parts. If uniformity is not preserved, the Government may incur significant additional costs and delays due to incompatible components requiring special replacement or repair actions.
Corporate Facilities of New Jersey, LLC (CFI Workspace) is the only authorized Knoll dealer in the Philadelphia region and is therefore the only vendor capable of meeting the Government’s requirements.
6. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED
FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE:
The DLA Installation Management PMO conducted a review of DoD and GSA MAS furniture acquisition channels to assess whether other vendors could provide the same or similar solutions. An evaluation of GSA MAS furniture vendors indicates that no Knoll-authorized dealers—other than the OEM and CFI Workspace—are located within a 150-mile radius of NSA Philadelphia and capable of meeting required delivery and installation timelines.
As CFI Workspace has been determined technically capable and the only authorized dealer within the required geographic area, and no other similarly situated sources were identified during market research, this acquisition will be solicited on a sole-source basis.
In accordance with FAR 6.302-1(b)(2), a combined synopsis/solicitation will be sent directly to CFI Workspace and made publicly available on SAM.gov, along with a redacted copy of this justification.
