About this file
This file is a Questions and Answers document from a previous solicitation addressing diesel fuel tank testing and remediation services.
The solicitation involves seven diesel fuel tanks requiring testing and remediation work. Five tanks are above-ground units with capacities ranging from 500 to 5,430 gallons, located at varying distances from vehicle access (20 to 60 feet). Two underground storage tanks (USTs) have capacities of 8,000 and 10,000 gallons with direct vehicle access. Generator 158's 3,750-gallon UST requires special attention due to damage on the lower ring and a 7-foot deep, 3-foot wide access hole classified as a permit-required confined space requiring atmospheric testing before entry. Expected fuel levels at the time of work are between 85% to 95% of listed capacity. The contractor bears full responsibility for managing and disposing of all waste generated during remediation—including removed water, sludge, sediment, filters, and contaminated fuel—in accordance with EPA and Montana Department of Environmental Quality regulations. Biocides and additives must be provided by the contractor and priced as included costs rather than pass-through expenses. No recent fuel test results, tank inspection records, or maintenance history are available for contractor review, though fuel polishing was performed in April 2026 on tanks for generators 158 and MV.

Question1: Please confirm whether each of the seven (7) diesel fuel tanks is above ground or underground, including their locations and accessibility.
Answer 1:
Fuel Tank Fuel Capacity [gal] Description
Generator 144B 800 Above ground, under generator, inside structure with 8x9 ft of working space. 40 ft from vehicle access.
Generator 155 525 Above ground, under generator inside small structure.
Close vehicle access possible.
Generator 158 3750
UST, 20 ft from vehicle access. Access hole for tank hatch is considered a permit-required confined space with potential atmospheric hazard until proven otherwise. The contractor must perform atmospheric testing before entry and document the results. The access hole has damage on the lower ring. Replacement of this tank is being planned.
Access hole is 7’ deep, 3’ wide.
Generator 169 500 Above ground, under exterior enclosed generator. 60 ft from vehicle access.
Generator MV 5430 Above ground, under exterior enclosed generator. 20 ft from vehicle access.
Boiler 141B 8000 UST, direct vehicle access.
Boiler/Generator 171 10000 UST, direct vehicle access.
