About this file
This document is a Federal contract solicitation incorporating clauses and contract terms for Air Force contract FA449727Q0002. The document primarily consists of two sections: a comprehensive list of clauses incorporated by reference and the full text of selected clauses that govern contract performance, compliance, and administration.
The solicitation establishes requirements for contractor performance on a Department of the Air Force installation, with evaluation factors including Price, Technical capability, and Past Performance. The contract includes a five-year maximum duration with options to extend services up to six additional months. Key compliance requirements include safeguarding covered defense information, prohibiting acquisition of certain telecommunications equipment from excluded parties, maintaining employment eligibility verification, and adhering to service contract labor standards. Contractors must obtain Common Access Cards (CACs) and base identification credentials for personnel accessing Air Force installations, comply with health and safety standards, and provide emergency contact information through the Emergency Mass Notification System. Payment processing occurs through the Wide Area WorkFlow (WAWF) system, with routing instructions specified for multiple Department of Defense Activity Address Codes. The contract imposes limitations on subcontracting, with prime contractors not permitted to pay more than 50 percent of government payments to non-similarly situated entities for services. Additionally, the solicitation identifies potential organizational conflicts of interest related to systems engineering and technical direction roles, precluding the contractor from supplying the system or major components for its lifetime. An ombudsman has been appointed to address concerns from offerors, with contact information provided for escalation beyond the contracting officer level.
