About this file

This document is Attachment 3 – Provisions and Clauses for federal contract FA302226Q0307, containing the standard and customized contract language incorporated by reference and in full text that will govern the resulting contract award.

The document lists over 80 clauses organized in two sections: clauses incorporated by reference (with clause numbers, alternative/deviation numbers, effective dates, and section locations) and clauses in full text. Key clauses address Defense Federal Acquisition Regulation Supplement (DFARS) requirements including safeguarding covered defense information and cyber incident reporting (252.204-7012); antiterrorism awareness training (252.204-7004); prohibition on covered defense telecommunications equipment (252.204-7018); continuation of essential contractor services during crisis situations (252.237-7023 and 252.237-7024); Wide Area Workflow payment instructions (252.232-7006); and limitations on subcontracting for small business set-asides (52.219-14). Additional clauses address employment compliance, labor standards, tax withholding for foreign persons, government property management, options to extend services and contract terms, evaluation criteria (technical acceptability, past performance, and price), and numerous other commercial and federal contracting requirements. The document indicates this is a small business set-aside contract with options for contract extension up to 66 months total duration and includes references to essential contractor services identified in Attachment 1, PWS paragraph 2.22, dated June 9, 2026, suggesting this is a service contract requiring continuity planning.
