About this file

This Performance Work Statement (PWS) details a floor renovation project for Building 4241 at Joint Base Elmendorf-Richardson, Alaska, issued by the 773d Civil Engineer Squadron. The project involves removing approximately 3,100 square feet of existing carpet, cove base, and adhesive, then preparing and polishing the concrete floor to a 400-grit finish. Specific requirements include patching all holes and expansion joints, staining the concrete to the end user's desired color, applying two coats of polish guard, and installing new cove base.

Key project specifications mandate that the contractor coordinate with building occupants, protect government assets, handle all furniture relocation, and dispose of demolition debris according to state and federal guidelines. The work can be performed during standard hours between 7 am and 4:30 pm, including weekends, with the 773 CES required to conduct a site visit upon project completion to ensure acceptable workmanship. Additional considerations include potential asbestos and lead paint presence, requiring careful handling and compliance with EPA, OSHA, and Air Force safety regulations.
