PERFORMANCE WORK STATEMENT (PWS)
Computer Aided Drafting (CAD)/ Computer Aided Manufacturing (CAM)/ Computer
Numerical Controlled (CNC) Support Services
1.0 General
1.1 Background
The United States Coast Guard (USCG), Aviation Logistics Center (ALC) has a requirement for CNC Programmer/Machinist, CAD Operator/Drafter, and Production Controller support services. ALC has nineteen (19) industrial shops that perform overhaul, repair, modifications, testing and manufacturing processes to support the USCG aircraft.
1.2 Scope
The contractor shall provide trained and qualified personnel to perform the required services in accordance with (IAW) the PWS. The efforts to be accomplished under this contract are scalable in nature to include other tasks and services within scope, as required. All tasks shall be specific to the operation of Government aircraft and/or ALC industrial product lines.
1.3 Required Services
The USCG will continuously monitor its needs to ensure the proper number of positions and mix of skills are being acquired. These services will include but are not limited to; develop drawings and programming to support various requests to manufacture aircraft parts and support parts, including but not limited to; prototypes and reoccurring requirements, assisting in the oversight and planning of workflow in support of Programmed Depot Maintenance (PDM), 6000 series work orders, reoccurring manufacturing work orders and other work requests as required.
1.3.1 In the event that the USCG requires changes to either the skill mix or the number of positions, the Contracting Officer will notify the Contractor and negotiate the changes.
These required services include, but are not limited to:

1.4 Contracting Officer’s Representative (COR)
The COR is responsible for the technical administration of the contract and is the technical liaison with the Contractor. The COR IS NOT authorized to change the scope of work or specifications as stated in the contract, to make any commitments or otherwise obligate the Government or authorize any changes that affect the contract price, delivery schedule, period of performance or other terms or conditions.
1.4.1 The Contracting Officer is the only individual who can legally commit or obligate the Government for the expenditure of public funds. Technical administration of this contract shall not be construed to authorize revision of the terms and conditions of this contract. Any such revision shall be authorized in writing by the Contracting Officer.
1.4.2 An alternate COR may also be appointed to this contract. In the absence of the primary COR, all responsibilities and functions assigned to the COR shall be the responsibility of the alternate COR.
1.4.3 The COR, and alternate COR if required, will be appointed at time of contract award.
2.0 Applicable Documents
2.1 Government Documents
The following documents provide specifications, standards, or guidelines that must be complied with in order to meet the requirements of this contract:
2.1.1 Aeronautical Engineering Maintenance Management Manual (latest issuance in effect), associated process guides and all other publications as mandated applicable per the ALC Master Publication Index.
2.1.2 All ALC instructions, regulations, directives and special procedures as promulgated by the Commanding Officer and/or published on the ALC intranet web site which can be provided after contract award.
2.2 Availability of Documents
The documents listed in section 2.1 are available upon request by the Contracting Officer.
Before obtaining copies of these documents, contractors shall be registered in the Defense Logistics Agency’s Joint Certification Program. Contractor shall maintain certification throughout the term of the contract. More information on this certification can be found at https://www.dla.mil/Logistics-Operations/Services/JCP/.
2.2.1 The USCG will only release these documents to United States (U.S) businesses that have followed the above procedures. The documents will not be released to any foreign entity. If the U.S. business plans to release these documents to any foreign entity, they must first provide the USCG with a copy of a valid Technical Assistance Agreement (TAA) and DSP-5 authorizing release to that entity.
3.0 Contractor Services to be provided
3.1 Primary Tasking
The Contractor shall provide the personnel required to complete CNC/CAD/CAM support services. The Contractor shall provide the personnel required to create, design, develop and produce various visual materials through the use of CAD/CAM systems. The tasking requirements are listed in section 4.0.
3.2 Personnel Management
The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel with the appropriate combination of education, training, and experience, as defined in the position descriptions. The Contractor shall be responsible for the employment, training, guidance, and supervision of qualified personnel to accomplish the contract. Contractor personnel that do not perform to the standards identified in this PWS shall be removed from performing under the contract.
3.3 Training
Any company specific training required by the Contractor for employees held during normal working hours will be at the Contractor’s expense and limited to one (1) hour per month.
However, a minimum of 50% of the workforce shall not be absent for training at any given time.
Additional required company training, not on Government time, for Contractor employees may be conducted off site at the Contractor’s expense. Training occurring during normal working hours shall be pre-approved through the COR and shall not exceed twelve (12) hours per year.
This training will be arranged and provided at ALC.
3.3.1 Training of Contractor employees in subjects unique to the Government which is necessary for employees to function in their assigned working environment may be required during the performance of this contract. This training shall be approved by the COR. This training will be considered part of the normal workday.
3.4 Minimum Experience
The Contractor shall be fully proficient at the required services at the time of contract award and shall maintain full proficiency for the life of the contract. The Contractor shall accomplish the assigned tasking by employing and utilizing qualified personnel with the appropriate combination of education, training and experience. The Government reserves the right to waive requirements on a case-by-case basis.
3.5 Contractor Personnel Qualifications
All services provided under this contract shall be supervised by Contractor employees fully qualified in the relevant profession, trade or field, and holding any licenses required by law.
Specific qualifications for each position are detailed in sections 4.1.1, 4.2.1 and 4.3.1 of this
PWS.
3.5.1 The Contractor shall provide personnel with the following minimum capability:
• Ability to read, write, speak and understand English fluently.
• Shall be citizens of the United States (U.S.).
3.6 Records
The Contractor shall maintain records for all personnel hired under this contract.
3.6.1 At a minimum, the Contractor shall maintain records that support the personnel hired met the minimum qualifications of the position. These records shall be made available to the Contracting Officer or designee upon request.
3.6.2 The Contractor shall provide a list of names of all employees to the Contracting Officer and the COR prior to the contract start date. The list shall be updated and resubmitted as changes occur.
4.0 Contracted Services
The contractor shall provide detailed estimates, when requested, based on the Government provided technical documentation to the COR for approval prior to beginning work. Detailed estimates should include labor categories planned to complete work and any limiting factors to completing jobs in required time period.
4.1 CNC Programmer/Machinist Tasking
The CNC Programmer/Machinist(s) shall develop and verify programs on applicable equipment in the manufacturing of aircraft and associated parts IAW ALC instructions and requirements utilizing; but not limited to the list in section 4.1.1. The CNC Programmer/Machinist shall perform machine set up, and manufacture the required part.
The CNC Programmer/Machinist(s) shall possess the knowledge, skills and abilities required to successfully perform the following services. These services shall include, but are not limited to the following:
• Machine setup and program verification for mills, lathes, water jet, and laser jet machines.
• Coordinate measuring machine and laser scanning operations for critical dimensions.
• Provide complete and accurate 2D technical drawings.
• Create 3D parts from existing drawings and/or accurate measurements of samples.
• Provide CNC programming for horizontal mill, lathe and water jet cutter.
• Program mills to include 3, 4 and 5 axis programming.
• Program lathes to include 2-axis turning, contour milling using B and C axis live tooling and face milling using B and C axis live tooling.
• Create and provide print files for 3D printers.
• Provide file translations for various formats for communication between software programs.
• Provide applicable 3D module packages to include parts, assemblies, sheet metal and manufacturing for each assigned project.
• Other CNC programmer/machinist duties as required.
4.1.1 CNC Programmer/Machinist Qualifications
The CNC Programmer/Machinist(s) shall meet all of the following qualifications:
• Proficient in the use and application of the following software directly related to the operation of CNC machining equipment:
- Master Cam
- Insight
- ME10
- CREO-2D Drafting
- FARO Cam 10
- Geo MAGIC
- Solid Works
- Eiger
- Polyworks
- Lightburn
• Minimum of an Associate’s Degree in Applied Science (AAS) in Industrial Manufacturing Engineering Technology or three (3) years experience in CNC Programming or five (5) years experience in an equivalent field.
• Working knowledge of standard Microsoft Office suite programs.
• Knowledge in machine programming language and standard operations consistent with
HAAS and other similar controllers.
• Knowledge with CAD/ CAM software packages directly related to mechanical parts that use industrial machining equipment.
• Multi-controller experience used to support the programming of specific machined parts, consistent with complexity and critical dimensional status as a main function.
• Knowledge of machining practices and manufacturing techniques required in producing blueprints for metal parts manufacturing.
• Knowledge using 3-5 axis program language on CNC Turning Centers/Milling Centers and other related automated machining equipment.
4.2 CAD Operator/Drafter Tasking
The CAD Operator/Drafter (s) shall develop and verify programs on applicable equipment in the manufacturing of aircraft and associated parts IAW ALC instructions and requirements. The CAD Operator/Drafter (s) shall develop the program utilizing; but not limited to the list in section 4.2.1.
The CAD Operator/Drafter(s) shall possess the knowledge, skills and abilities required to successfully perform the following services. These services shall include, but are not limited to the following:
• Coordinate measuring machine and laser scanning operations for critical dimensions
• Provide complete and accurate 2D technical drawings.
• Create 3D parts from existing drawings and/or accurate measurements of samples.
• Provide CNC programming for water jet cutter.
• Provide CNC programming for laser jet cutter.
• Create and provide print files for 3D printers.
• Provide file translations for various formats for communication between software programs.
• Provide applicable 3D module packages to include parts, assemblies, sheet metal and manufacturing for each assigned project.
• The CAD Operator/Drafter (s) shall assist in the development of artwork, 2D drawings, 3D models for the manufacture of decals, stencils, faceplates, plaques, etc. for USCG Aircraft and ALC customers. The CAD Operator/Drafter (s) may be required to produce the above items through the use of a laser engravers, cutting tools, printers etc.
• Other CAD Operator/Drafter duties as required.
4.2.1 CAD Operator/Drafter Qualifications
• The CAD Operator/Drafter (s) shall be proficient in the use and application of the following software directly related to the operation of CNC machining equipment:
- Insight
- ME10
- CREO-2D Drafting
- FARO Cam 10
- Geo MAGIC
- Solid Works
- Eiger
- Polyworks
- Lightburn
• Minimum of an AAS in Industrial Manufacturing Engineering Technology or a minimum of one (1) years experience in CAD Operating/Drafting or three (3) years experience in an equivalent field.
• Working knowledge of standard Microsoft Office suite programs.
• Knowledge of machine programming language and standard operations consistent with
HAAS and other similar controllers.
• Knowledge of CAD/ CAM software packages directly related to mechanical parts that use industrial machining equipment.
• Multi-controller experience used to support the programming of specific machined parts, consistent with complexity and critical dimensional status as a main function.
• Knowledge of machining practices and manufacturing techniques required in producing blueprints for metal parts manufacturing.
• Knowledge of using 3-5 axis program language on CNC Turning Centers/Milling Centers and other related automated machining equipment.
4.3 Lead CAD Operator/Drafter Tasking
The Lead CAD Operator/Drafter is responsible for production control of CNC machine programming, Prototype and 3D printed parts. The Lead CAD Operator/Drafter will maintain and provide planning data for annual shop load obligations, manpower hourly reports, etc., for ALC IOD Shop 103 to the IOD Engineering Support Branch (ESB)bthrough consulting technical specialists in each ALC Product Line on specific labor requirements and capabilities.
4.3.1 The Lead CAD Operator/Drafter shall assist the IOD ESB with the writing of process guides, and ensure shops perform tasks IAW the latest and appropriate directives. The Lead CAD Operator/Drafter will work with shop supervisors, mechanics and product line engineering cells toward continued improvements, assist in ensuring all work performed is documented in an IOD Process Guide and performed IAW the latest revisions. The Lead CAD Operator/Drafter shall assure that anticipated problems in manufacture, assembly, installation, and operation are resolved by drawings produced, exercise independent judgment in selecting and interpreting data based on knowledge of the design intent. The Lead CAD Operator/Drafter will interpret general designs prepared by others to complete minor details, provide advice and guidance to lower-level drafters and serve as coordinator and planner for large and complex drafting projects.
4.3.2 Any data produced for writing process guides by the Contractor employee will be reviewed by the IOD, ESB. The IOD ESB will be the sole owner of these process guides and be responsible for all issues and revisions. All process guides will be posted on the ALC IOD website when completed and approved by appropriate ALC management and engineering staff.
4.3.3 The Lead CAD Operator/Drafter shall possess the knowledge, skills and abilities required to successfully perform the following services. These services shall include, but are not limited to following:
• Coordinate measuring machine and laser scanning operations for critical dimensions
• Provide complete and accurate 2D technical drawings.
• Check or analyze drawings of parts related to work orders to determine adequacy of drawings and design.
• Check or analyze drawings created by drafters/machinists to determine adequacy of drawings and design.
• Create 3D parts from existing drawings and/or accurate measurements of samples.
• Provide CNC programming for water jet cutter.
• Provide CNC programming for laser jet cutter.
• Create and provide print files for 3D printers.
• Provide file translations for various formats for communication between software programs.
• Provide applicable 3D module packages to include parts, assemblies, sheet metal and manufacturing for each assigned project.
• Perform non-routine and complex assignments. Plan and conduct reverse engineering and prototype projects with ability to create or adapts plans, techniques, designs, or layouts to meet the need of the assignment.
• Assign and monitor all production, reverse engineering, and prototype projects to drafters/machinists based on the priority of aircraft piece parts (ie from WIP, IOD Planners, IOD General Foreman, IOD ESB). Review completed work for technical adequacy and satisfaction of requirements.
• Provide assistance/guidance to drafters/machinists in performance of their duties.
• Provide market research and ordering data for parts and materials required for work orders and other shop needs. Input this data into the IOD Division Material Request (DMR) system. Represent IOD as a Liaison between the Production Control office and Product Line planning.
• Process ALC work orders assigned to ALC IOD Shop 103.
• Process duties include tracking and updating work orders for ALC IOD Shop 103 using the Asset Maintenance Management Information System (AMMIS)/ Asset Logistics Management Information System (ALMIS) software, SharePoint, Power Apps, Microsoft Excel and Access applications.
• Assist in developing and updating process guides for IOD ESB.
• Other duties as required.
4.3.1 Lead CAD Operator/Drafter Position Qualifications
• The Lead CAD Operator/Drafter (s) shall be proficient in the use and application of the following software directly related to the operation of CNC machining equipment:
- Insight
- ME10
- CREO-2D Drafting
- FARO Cam 10
- Geo MAGIC
- Solid Works
- Eiger
- Polyworks
- Lightburn
• Minimum of an AAS in Industrial Manufacturing Engineering Technology or a minimum of three (3) years experience in CAD Operating/Drafting or five (5) years experience in an equivalent field.
• Proficient personal computer skills to include a strong working knowledge of standard Microsoft Office suite programs.
• Knowledge of machine programming language and standard operations consistent with HAAS and other similar controllers.
• Knowledge of CAD/ CAM software packages directly related to mechanical parts that use industrial machining equipment.
• Multi-controller experience used to support the programming of specific machined parts, consistent with complexity and critical dimensional status as a main function.
• Knowledge of machining practices and manufacturing techniques required in producing blueprints for metal parts manufacturing.
• Knowledge of using 3-5 axis program language on CNC Turning Centers/Milling Centers and other related automated machining equipment.
• Knowledge of AMMIS/ALMIS or equivalent production control software.
• The Lead CAD Operator/Drafter shall possess strong communication and customer service skills as a representative of the division and production line(s) on a daily basis.
• Team and goal oriented while adapting to change in customer(s) needs.
5.0 Removal or Replacement of Personnel
5.1 Key Personnel
Subject to the Key Personnel and/or Facilities clause (Homeland Security Acquisition Regulation 3052.215-70), the Contractor has the right to remove or replace personnel assigned to perform services under this contract and to substitute other qualified personnel in lieu thereof. Before removing or replacing any key personnel, the Contractor shall notify the Contracting Officer in writing a minimum of thirty (30) calendar days prior to the effective date before the change becomes effective. The Contractor shall submit sufficient information to support the proposed action and to enable the Contracting Officer to evaluate the potential impact of the change on this contract. The Contractor shall not remove or replace key personnel until the Contracting Officer approves the change. However, in the event that a Contractor employee voluntarily leaves the company or the Contractor has to immediately remove an employee for any reason, the Contractor shall provide notice to the USCG as soon as the vacancy is known.
5.1.1 List of Key Personnel
The USCG has determined that Key Personnel will consist of the following positions:
• Lead Drafter/CAD Operator
• CNC Programmer/Machinists(s)
5.3 Removing Contractor Employees for Misconduct/Non-Performance/Security Reasons The Commanding Officer may, at his/her sole discretion, direct the contractor to remove any contractor employee from USCG facilities for misconduct, non-performance, or security reasons. The Contracting Officer may, at their sole discretion, direct the contractor to remove any contractor employee from performance on the contract for any related matters such as misconduct or non-performance. The Contracting Officer will provide the contractor with a written explanation to support any direction to remove an employee. Removal does not relieve the contractor of the responsibility to continue providing the services required under the contract.
5.3.1 The Government also has the right to request removal or replacement of contractor employees for any other reason not stated herein, provided that the KO has given written notice to the contractor a minimum of thirty (30) calendar days prior to the removal effective date, unless the removal is for violation of a policy or regulation that makes immediate removal necessary.
5.4 Replacement of Personnel
The Contractor may be permitted a period not to exceed fourteen (14) calendar days, whether the requirement for removal or replacement of personnel is at the request of the Government or the Contractor. Replacements, transfers, and reassignments of Contractor personnel are deemed to be at the convenience of the Contractor when:
• Replacement of Contractor personnel is required because of voluntary or involuntary termination of employment with the Contractor.
• Contractor personnel are incapacitated due to injury or illness for a period in excess of thirty (30) days, or the death of Contractor personnel.
• Replacement or transfer of Contractor personnel is initiated at the request of the Contractor.
• Replacement or transfer of Contractor personnel is required due to termination of the contract for default.
All cost associated with hiring, replacing, terminating, transferring or reassigning employees is the responsibility of the Contractor.
5.4.1 The Contractor shall submit resumes for replacement individuals of Key personnel whenever a change occurs, in order to verify the replacement meets the required qualifications.
The Contracting Officer and COR will review all resumes and the Contracting Officer will provide notice to the Contractor as to whether or not a resume is considered to meet the required qualifications. If a resume does not meet the required qualifications, the Contractor shall provide a replacement resume.
5.5 Evaluation of Requirements upon Removal of Personnel
In the event that personnel are removed by either the Government or the Contractor, the USCG will evaluate the position and make a determination on whether or not a need still exists for that position. In the event that the USCG decides not to replace the position at that time, the USCG will inform the Contractor in writing. If there is a need to fill the position at a later date, the Contractor will be notified and the procedures for replacement of personnel will be applicable.
5.6 Proposal of Contractor Employees Previously Removed
Contractor shall request approval from the Contracting Officer, in writing prior to proposing an employee for on-site performance under this contract, any potential Contractor employee that has previously been removed from any Government Contract at the direction or request of the Contracting agency. The request shall include an explanation for the previous removal(s), Contractor's plan to mitigate risk of future removal if approved, unique experience/qualifications of proposed employee, and demonstration of benefit to the Government of granting approval.
6.0 Quality
6.1 Quality Assurance Surveillance Plan (QASP)
This PWS and the QASP found in Attachment 1 details the performance standards and Acceptable Quality Levels (AQL) the Contractor is required to meet. The Contractor may earn a performance incentive by meeting these performance standards/AQL. However, failure to meet the performance standards/AQL will result in a disincentive to the Contractor. The performance measurements are detailed in the QASP.
6.2 Contractor’s Quality Control
The Contractor is required to maintain a documented quality management system. Upon request of the Government, the Contractor(s) shall forward a copy of their current Quality Management Manual for review.
7.0 Contractor Requirements
7.1 Timekeeping
All Contractor industrial time shall be submitted for entry into the USCG’s electronic timekeeping system. This system will be maintained on a USCG server located aboard ALC.
This information will be used by the Government for cross reference of Contractor’s labor invoicing, Earned Value Management (EVM) reporting and to build historical completion times for specific processes.
7.1.1 Work order numbers used by the Contractor shall be the same as used or assigned at ALC to match contract labor categories. Employee timesheets shall be available if needed for validation and shall be provided with the invoice.
7.1.2 The USCG’s electronic timekeeping system is not a substitute for a Contractor’s timekeeping system for payment of employees. The Contractor shall maintain a separate system for this purpose. Limited administrative access to the system will be provided to the Contractor.
This limited access will allow generation of reports and the ability to correct entries entered in error.
7.1.3 In the event of work occurring in a shop or location not presently serviced by the electronic time keeping system, Contractor employees will be required to manually complete a paper production form documenting the work order(s) and time charged to each. These production sheets will be completed daily, and a copy left in a designated location for each work center. At the end of the work week, the original copy of the production sheet shall be submitted.
7.2 Identification of Contractor Employees
The Contractor shall ensure all employees present a professional appearance appropriate for the position held. All Contractor personnel shall be identified by a distinctive nameplate, emblem, or patch attached in a prominent place on an outer garment so as not to present a Foreign Object Debris (FOD) hazard and clearly identifying the employee as a representative of the contracted firm.
7.2.1 The contract employees will be issued a Government Identification (ID) badge as part of the orientation process. The Government ID badge shall be returned to the COR upon employee dismissal or completion/termination of the contract. Failure to return Government ID may result in non-payment of the final invoice for that employee. Contractor personnel shall wear the Government ID badge at all times when performing work under this contract at a Government site. Unless otherwise specified in the contract, each Contractor employee shall wear the ID badge in a conspicuous place on the front of exterior clothing and above the waist, except when safety or health reasons prohibit such placement, i.e., when considered a FOD hazard.
7.3 Utilizing Electronic Mail (E-mail)
When Contractor personnel send E-mail as part of their contract performance or related contract matters, they shall include their first and last name, E-mail address, and the name of their employer. Contractors that have access to Government email and other on-line systems shall have user IDs that call attention to their special status (by indicating Contractor (CTR), or the company name, for example, after their given name in the user ID on the system). The use of E-mail is for bona fide business only. In the event of violation of this provision, the USCG will take appropriate action IAW section 5.3.
7.3.1 The COR, or designee, shall ensure that accounts established in Government E-mail systems for prime or subcontractor personnel shall identify individuals as Contractor personnel in the address book display and on the individual’s E-mail. Detailed properties for the account shall include the name of the individual’s employer and the name of the customer for the contract. The USCG’s information assurance security officer that established the account shall be notified immediately when a Contractor employee is no longer performing duties that require an account in the Government E-mail system.
7.3.2 Contractor personnel and their subcontractors attending meetings, or working in situations (telephone conversations, electronic correspondence, or correspondence related to the Contractor) where their actions could be construed as official Government acts shall identify themselves as a Contractor and provide the name of their employer.
7.4 Conflict of Interest
The Contractor shall not employ any person who is an employee of the U.S. Government if the employment would appear to cause a conflict of interest. The Contractor shall not employ on a full or part time basis an employee of the USCG, uniformed or civilian, without the express written consent of the Contracting Officer.
7.5 Supervision, Direction, or Control
At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly manage the work or assignment as coordinated through the COR.
7.5.1 Contractor personnel are employees of the Contractor and under the administrative control and supervision of the Contractor. The Contractor, through its personnel, shall perform the tasks prescribed herein. The Contractor shall select, supervise, and exercise control and direction over its employees under this contract. The Contractor shall maintain records on all personnel hired.
7.5.2 The Government will not exercise supervision or control over the Contractor in the performance of services under this contract. The Contractor shall not supervise, direct, or control the activities of Government personnel or the employees of any other Contractor, except any subcontractor employed by the Contractor on this contract/order.
7.5.3 In performance of this contract, the Contractor’s management responsibilities include, but are not limited to the following:
• Ensure employees understand the work to be performed on orders to which they are assigned.
• Ensure employees know their management chain and exhibit professional conduct to perform in the best interest of the Government.
• Ensure employees adhere to applicable laws and regulations governing Contractor performance and relationships with the Government.
• Ensure contract employees do not create actual or apparent personal service relationships.
• Ensure high quality results are achieved through task performance.
7.5.4 The Contractor shall be responsible for the actions of its personnel and its subcontractors.
The Contractor shall be responsible for daily oversight of all Contractor personnel and for managing work performance on all tasks and projects on this contract directly relating to Aircraft Maintenance Services. The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management and control of the resources to be assigned to the contract. The Contractor shall provide frequent interaction and communication with members at all levels of the organization. The Contractor shall maintain continuity between the Contracting Officer and the designated COR and the Contractor’s business office.
7.6 Compliance with Local Regulations, Instructions, Directives Contractor personnel shall comply with all USCG Commandant, ALC and local base regulations, instructions, directives, orders, policies and special procedures.
7.7 Tobacco Policy
The USCG prohibits the use of smoking tobacco and smokeless tobacco (to include electronic cigarettes) in the workplace to protect the health of all its workers. The workplace includes any area inside or outside of a building or facility over which the USCG has custody and control where work is performed by active duty personnel, civilian employees, or personnel under contract to the USCG. The use of tobacco is prohibited in all USCG Government vehicles (including Cushman type), in all USCG aircraft, floating unit, or any other aircraft contracted for use in the USCG. The use of tobacco products (smoking and smokeless) is permitted only in designated areas as defined in USCG ALCINST 6280.1 (series). Contractors may only use tobacco products in designated smoking areas during authorized break and lunch periods and are accountable for appropriately discarding their smoking material and/or spit tobacco. Tobacco spit and residue shall be held in containers with sealing lids to prevent odor and accidental spills and disposed of in a sanitary manner which prevents public exposure. Employees caught violating the tobacco policy may be subject to immediate removal IAW section 5.3.
7.8 Vehicle Registration
The Contractor shall ensure all Contractor-provided vehicles used in performance of this contract and Contractor employees’ vehicles to be driven on the installation, to include motorcycles, are registered with the USCG Base Support Unit (BSU), Command Security Office in conformance with local procedures in effect at the time of registration.
7.9 Parking and Traffic Control
The Contractor and its employees shall abide by installation parking regulations. All vehicles shall be parked in designated parking areas only. The Contractor and its employees shall conform to state and federal driving regulations and any applicable USCG regulations.
7.10 Insurance Requirements
IAW Federal Acquisition Regulation (FAR) 52.228-5 incorporated herein entitled “Insurance- Work on a Government Installation”, the Contractor and each Subcontractor performing work under this contract on a Government installation shall be required to procure and maintain, during the entire period of performance under this contract, the following minimum insurance and shall furnish a certificate thereof (executed by an officer or employee of the insurer authorized to execute such certificates) to the Contracting Officer prior to award of contract. The certificate(s) shall contain an expiration date and an endorsement stating that, “Any cancellation or material change in the coverage adversely affecting the Government’s interest shall not be effective unless the insurer or the Contractor gives advance written notice of cancellation or change to the Contracting Officer”.
a. Workers compensation and employer’s liability. Contractor shall comply with applicable Federal and State Workman’s Compensation laws IAW the State(s) where the work is to be performed on a Government installation and shall provide for at least $100,000 employer’s liability coverage, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers.
b. General liability. General liability insurance written on the comprehensive form of policy shall provide for bodily injury of at least $500,000 per occurrence.
c. Automobile liability. Automobile liability insurance written on the comprehensive form of policy shall provide for bodily injury of at least $200,000 per person and $500,000 per occurrence and $20,000 per occurrence for property damage.
7.11 Contractor Employee Background Investigation
In the interest of safeguarding the welfare of the American people, it is required that all persons privileged to be employed in the departments and agencies of the United States Government shall be reliable, trustworthy, of good conduct and character, and of complete and unswerving loyalty to the United States. Regulations require a background investigation to be conducted on each Federal employee, contractor, and military member. The scope of the investigation will vary, depending on the nature of the position and degree of harm that could be caused by the individual in that position. Requirements to be investigated for the purpose of a suitability determination apply whether or not the position requires a security clearance to have access to classified information.
All persons must be properly investigated and favorably adjudicated to hold a position as a Federal employee, consultant, volunteer, contractor or military personnel. The scope and type of background investigation varies depending on the duties and access requirements for the position, as does the amount of time it takes to be completed.
This contract requires the contractor employee applicant to have a Tier 1 Level or higher background investigation completed without unfavorable adjudication in order to obtain a CAC.
7.11.1 Background Investigations that Meet Requirements for Obtaining a CAC The following background investigations meet or exceed the requirements for obtaining a CAC, providing the contractor employee applicant has not had a break in Federal Support Services for 24 months or more:

7.11.2 Background Investigation Procedures for Contractor Employees Already Possessing Acceptable Previous Background Investigation If the contractor employee applicant meets the requirements in SOW Sections 7.11.1 and 7.11.2, the contractor shall verify the investigation on company letterhead and email it to ALC- ContractorBI@uscg.mil, the subject line shall read, "Background Check Verification".
The contractor shall obtain a copy of the template to be used to verify the investigation on company letterhead by submitting an email request to ALC-ContractorBI@uscg.mil. The contractor will receive the template via email in response to the email request. The investigation verification must be submitted using the template provided, otherwise it will not be accepted.
7.11.3 Procedures for Initiating a Background Investigation
If the contractor employee applicant does not have a previous background investigation that meets the requirements in SOW Sections 7.11 and 7.11.1, the Contractor employee applicant shall follow the procedures stated herein for initiating a background investigation.
7.11.3.1 Initiate a Tier 1 Background Investigation
The contractor shall send a password protected email to ALC-ContractorBI@uscg.mil, the subject line shall read "Initiate Background Check". The password shall be provided in a separate email.
The email shall contain the following information for the proposed contractor employee applicant. A template containing the required information is available for use and may be requested by emailing ALC-ContractorBI@uscg.mil. Use of the available template is not required.

7.11.3.2 Complete National Background Investigation Services (NBIS) E-App National Background Investigation Services E-App web based automated system is designed to facilitate the processing of standard investigative forms used when conducting background investigations for Federal security, suitability, fitness, and credentialing purposes. The E-App allows the user to electronically enter, update and transmit his/her personal investigative data over a secure internet connection to a requesting agency. Applicants can only access the NBIS E-App system if they have been invited to do so by an appropriate official at his/her sponsoring agency. Individuals cannot pre-apply for a security clearance, nor update his/her security questionnaire unless granted access by an appropriate agency official.
The information provided in SOW Section 7.11.3.1 will be used by the USCG ALC, Information Security Division, Standards and Security Branch to set-up an account for the applicant in NBIS.
Once the applicant’s NBIS E-App account has been set-up, the USCG ALC, Information Security Division, Standards and Security Branch will send an invite via email notification to the applicant's email address. The contractor employee applicant will receive an email from the USCG ALC, Information Security Division, Standards and Security Branch detailing the information required and the steps to follow for completing the background investigation.
The applicant must complete an NBIS E-App online Questionnaire for Non-Sensitive Positions using the Standard Form SF-85. Once complete, the applicant shall submit the Standard Form SF-85 to the USCG ALC, Information Security Division, Standards and Security Branch by releasing the form as prompted in the process. The USCG ALC Information Security Division, Standards and Security Branch will then finish processing the NBIS E-App package.
7.11.3.3 Obtain Finger Prints
To obtain fingerprints, the contractor employee applicant will need to provide his/her driver's license or a Government issued identification.
The contractor employee applicant shall obtain fingerprints at one of the following locations:
• USCG Base Elizabeth City (Preferred Method) Located at: 1664 Weeksville Road, Building 63, Elizabeth City, NC 27909.
This office conducts fingerprints by appointment only and appointments can be scheduled Monday -Thursday between 0700 to 1130 and 1230 to 1500. The applicant will need to provide their driver's license or a Government issued ID. The fingerprints will be electronically submitted to the USCG Security Center.
• Local Sheriff’s Office The contractor employee applicant shall inform the Sheriff’s Office that the fingerprints are being conducted for a USCG background investigation. The applicant shall request three (3) copies of his/her finger prints which will be provided to them on an Applicant Fingerprint Form, Form FD-258. The applicant shall submit the FD-258 forms to the USCG ALC, Information Security Division, Standards and Security Branch located at 1664 Weeksville Road, Building 63 Elizabeth City, NC 27909. Once the fingerprints have been obtained, the USCG Base Elizabeth City will submit the Applicant Fingerprint Form, Form FD-258 to the USCG Security Center on behalf of the contractor employee applicant.
Once the fingerprints have been obtained, the USCG Base Elizabeth City will submit the Applicant Fingerprint Form, Form FD-258 to the USCG ALC, Information Security Division, Standards and Security Branch on behalf of the Contractor employee applicant.
7.11.3.4 Complete a Declaration for Federal Employment
The contractor employee applicant shall complete the Declaration for Federal Employment using Form OF-306.
7.11.3.5 Complete a Department of Homeland Security Credit Release Form The contractor employee applicant shall complete the Department of Homeland Security Credit Release Form using Form DHS 11000-9, if required.
7.11.3.6 Submittal of Background Investigation Supporting Documentation The following completed documents shall be scanned as separate documents and emailed to ALC-ContractorBI@uscg.mil, the subject line shall read "Completed Security Package".
a) Declaration for Federal Employment, Form OF-306, if required.
b) Department of Homeland Security Credit Release Form, Form DHS 11000-9, if required.
c) If the applicant choose to obtain fingerprints from the Local Sherriff’s Office, the applicant shall submit the Applicant Fingerprint Form, Form FD-258 as specified in SOW Section 7.11.3.3.
7.11.3.7 Final Steps of the Background Investigation
Once SOW Section 7.11.3.6 has been completed and submitted as specified herein, the USCG ALC, Information Security Division, Standards and Security Branch will compile the information and forms in NBIS and submit them to the USCG Security Center.
No further action is required of the applicant unless contacted by the USCG Security Center requesting a correction or additional explanation/information in response to the information previously submitted.
7.12 Receipt of Common Access Card (CAC) and an ALC Identification Badge After the completed background investigation package has been submitted to the USCG Security Center, and they report back with a Pre-Appt Granted via an E-mail or on a CGBI report the Contractor employee then and only then may start on the contract. That applicant will also be eligible to receive an ALC identification badge to enable them to enter their workspace.
7.12.1 Completion of an Automated Information Systems User Agreement The contractor employee applicant will be required to review and sign and date an Automated Information Systems User Acknowledgement. The Automated Information Systems User Acknowledgement is required to receive a CGOne computer account.
7.12.2 Receipt of a 30-Day CGOne Computer Account
The USCG ALC, Information Security Division, Standards and Security Branch will submit a request to the USCG’s Centralized Service Desk located in St. Louis, Missouri for creation of the contractor employee applicant’s computer account.
The applicant will receive a temporary, thirty (30)-day CGOne computer account. If the temporary, thirty (30)-day CGOne computer account expires before the applicant’s Common Access Card is issued, the applicant will lose access to his/her CGOne computer account unless a waiver is approved.
7.12.3 Completion of Federal Cyber Awareness Training
The contractor employee applicant is required to complete Cyber Awareness Training within four (4) business days of receiving his/her CGOne computer account and annually thereafter.
This training is accessed on the CG Portal. For contractor employee applicants not located on-site at the USCG ALC facility, the COR will coordinate with the USCG ALC, Information Security Division, Standards and Security Branch and notify the applicant as to how they will be required to complete the training.
7.12.4 Receipt of a Common Access Card
The USCG ALC, Information Security Division (ISD), Standards and Security Branch will notify the contractor Point of Contact once the background investigation results are received. If the contractor employee applicant’s background investigation was favorably adjudicated the USCG ALC, Information Security Division, Standards and Security Branch will approve the applicant’s application and notify the applicant that may proceed to the nearest Rapids Office to obtain his/her CAC.
7.12.4.1 Accessing USCG Information Technology Resources
The contractor employee shall only access USCG information technology resources determined by the USCG to be necessary in support of this contract. Information technology resources include, but are not limited to: computer, networking, and telecommunications equipment;
cabling; network and computer drives; network and computer software; software programs; and intranet and internet sites.
Any attempts by the contractor employee to gain access to information technology resources not explicitly authorized by the USCG is strictly prohibited. In the event of a violation or unauthorized use of information technology resources, the contractor employee’s access will be terminated. The contractor is solely responsible for time/delays and costs resulting from the contractor employee’s unauthorized use and termination of access.
8.0 Reports and Meetings
8.1 Weekly Activity Report
The Contractor shall submit a weekly report to the COR /Alternate COR consisting of:
• All current jobs assigned to the shop and status of each
• Percent of completion based on estimate of each job in work.
• Limiting factors in completion of jobs held up for things out of the shops control.
The Government provided daily WIP report may be used to fulfill this requirement.
8.1.1 This report shall be due on a weekday as determined by IOD ESB and shall also be used to document all unusual problems or issues encountered by the Contractor in performance of this contract. The reports shall be submitted with the Material Inspection and Receiving Report (DD-
250) if unusual problems or issues are encountered.
8.2 First Run Discrepancies Report for CNC Programs
The Contractor shall submit a report at the completion of all first run CNC Programs where a discrepancy is discovered. The report should list all errors noted and corrective action for all programs when run for the first time on machine. The report should include a part number for the part being prototyped, the programmer, approximate time it took to correct the discrepancy, and if any material was damaged. This report is due at the end of each prototyping effort to the COR/Alternate COR after all discrepancies have been resolved.
8.3 Monthly Activity Report
The Contractor shall submit a monthly progress report by the 15th day of each month to the COR/ Alternate COR and Contract Specialist. These reports shall consist of the following:
