About this file
This document is an Ordering Guide for a Firm Fixed Price Blanket Purchase Agreement (BPA) for the maintenance, inspection, servicing, and purchase of portable 150lb Halon fire extinguishers. The BPA has a five-year ordering period from December 2024 to December 2029, with individual call orders limited to $30,000. The BPA is for the Joint Base Andrews Fire Department to obtain these services and products. It outlines the procedures for placing call orders against the BPA, including the ordering period, order limitations, and ordering procedures. The related federal contract opportunity is for a non-personal services BPA to provide inspections, maintenance, repairs, and service to portable wheeled 150lb Halon fire extinguishers, as well as extinguisher recharge services using Government-provided Halon 1211, and new Amerex 600k Halon 1211 fire extinguishers.

II. Ordering Period The BPAs have a five-year ordering period, from December 2024 - December 2029. The performance period of a call order may extend beyond the ordering period expiration date, as long as the call order is placed bilaterally and prior to the ordering period expiration specified in the BPA.
III. Order Limitations
a. The Halon Fire Extinguisher Blanket Purchase Agreement does not have an order ceiling/limit, however, individual Call Orders are limited to $30,000.
b. Call Orders <$25K do not require the issuance of an "F" type order (FA2860XXFXXXX) against the resultant awardee's BPA, but instead shall be issued via email by the Contracting Officer to the BPA holder and paid via Government Purchase Card (GPC) by an authorized unit GPC holder in accordance with the cardholder's individual limit. Any credit card fees must be waived by the vendor.
c. Call Orders ≥ $25K require the issuance of an "F" type order (FA2860XXFXXXX) against the BPA and shall be invoiced and paid via Wide Area Workflow (WAWF).
1. Performance shall not be authorized except by a call order issued by the Contracting Officer (CO), regardless of anticipated dollar value. The Government reserves the right to off-ramp and on-ramp BPA holders as necessary to meet mission needs of JB Andrews.
IV. Call Orders Individual Call Orders will be accomplished by a BPA holder using the Price Sheet and a detailed quote for repairs, if applicable.
V. Ordering Procedures
a. Funding. When a government need is identified, the Authorized Caller residing in the listed units on Joint Base Andrews (JBA) will contact the vendor.
i. Certified/Planning Form 4009 for Call Orders < $25K OR Certified/Planning Form 9 for Call Orders ≥ $25K.

iv. Price list must include all items to be covered in each order against the BPA. Beginning and expiration dates of the price list must be included. If at any time during the period of performance there is a price change, or a new item added, a new price list must be submitted. Please allow up to 14 calendar days grace period between submissions of the new price list, if any.
