About this file
This document is a Quality Assurance Surveillance Plan (QASP) for the North Central Lagoon Wastewater System operated by the Allegheny National Forest. The plan details performance standards for the wastewater system operator, with five primary performance metrics (PM) focusing on task management, daily system inspections, annual startup/shutdown procedures, sampling and testing compliance, and operator qualifications. Each performance standard requires strict adherence with zero tolerance for deviations, to be monitored through periodic inspections by the Contracting Officer's Representative (COR).
The related federal contract opportunity (Solicitation 12444325Q0026) seeks a contractor to operate and maintain the North Central Lagoon Wastewater Plant at the Bradford Ranger Station in Pennsylvania. The contractor must provide all labor, materials, equipment, and supplies necessary for system operation, testing, record keeping, and reporting. Critically, the contract explicitly excludes system repairs. The solicitation is issued by the Department of Agriculture Forest Service's Eastern Region, with the contractor required to manage the system in compliance with all applicable Pennsylvania Department of Environmental Protection (PA DEP) permit requirements.
