Labor Categories Description
Principal
Description:
Directs, coordinates, and exercises oversight authority for planning, organizing, controlling, integrating, and completing programs related to direct housing, engineering design, construction monitoring, and supply chain analysis. Supports Project Management Office on concept development, and system design to support life-cycle program activities and providing guidance and resources to meet project objectives. Executes and implements program directives and develops systems and controls to carry out program tasks. Sets priorities and implements procedures for performing work activities. Directs and monitors work results for meeting customer requirements, specifications, and quality assurance standards. Evaluates performance of assigned program tasks in terms of quality, cost control, and program schedules.
Education and Experience:
A bachelor’s in engineering or science. 10 to 15 years’ experience in engineering design, project management or construction management. Professional Engineers (P.E.) registration desired.

Project Manager
Responsible for all aspects of the development and implementation of assigned direct housing, engineering and construction management, and supply chain projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, stakeholders, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team.
Recommends and takes action to direct the analysis and solutions of problems.
Education and Experience:
A bachelor’s degree and 5 to 10 years’ specialized experience in general program management. Specialized experience must be in a technical or functional discipline related to engineering and construction management and must have involved management of multiple programs simultaneously.

Quality Control/Assurance Manager
Provides technical and administrative direction for personnel performing project development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, review of program documentation to assure government/client standards and requirements are adhered, and for progress in accordance with schedules.
Coordinates with the Project Manager to ensure problem solution and user satisfaction. Makes recommendations, if needed, for approval of major systems installations. Prepares milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end-user representatives. Maintains records of actual manpower allocations and costs for tasks. Responsible for maintaining cost control measures and performs technical audits of assigned projects as required.
Education and Experience:
A bachelor's degree and a minimum of five years’ specialized experience. Specialized experience includes work in TQM systems, ISO 9001:2000, Personal Software Processes (PSP) auditing, integrated program management, and SPS processes. Proven understanding and application of government and ISO 9001:2000 documentation standards. Proven ability to work independently or under only general direction on complex application problems involving all phases of systems analysis is required.

Task Order Manager
Manages the development and implementation of task orders for assigned direct housing, engineering and construction management, and supply chain projects and provides the point of contact with the task order Contracting Officer’s Representative. Assists in developing project scope and objectives. Develops detailed task order work plans, schedules, project estimates, resource plans, and status reports. Administrative Assistant
Performs general office administrative procedures and prepares routine correspondence, briefings, and reports; reads and interprets specific procedural guidelines pertaining to administrative functions, supports task order and client filing systems and procedures and other functions which are directly related to the work. Supports task order travel, equipment, and logistics processes and tracking. Prioritizes workload.
Education and Experience:
A high school diploma and at least two years’ experience creating, maintaining, and updating documents, reports, and correspondence using Microsoft Word, PowerPoint, and Excel. Must have experience using Microsoft Visio, SharePoint, Teams, Power BI, and the Internet and Zoom.

Technician I
Assist housing planners, construction managers, construction monitors, engineers, and supply chain analysts with field and office operations based on commonly used concepts, practices, and procedures within a particular field. Relies on instructions and established guidelines to perform the functions of the job. Works under immediate supervision. Primary job functions do not typically require exercising independent judgement. Performs simple and routine assignments under the close supervision of a project or assignment manager or Technician III.
Assists with planning and implementing assigned tasks on projects involving transportation regulations, documentation, restrictions, and requirements that apply and commonly affect TTHU missions in all the states identified during interstate planning.
Assists with supply chain strategies and networks in support of programs, new business opportunities and proposals. Uses analytical and quantitative methods to understand, predict, and enhance supply chain processes.

Performs complex analytical work related to environmental sciences, including water resources engineering, flood hazard mapping, wildlife and wetlands protection, land use management, hazardous materials management, and compliance reporting in support of client and project objectives. Uses a wide range of principles, theories, concepts, and techniques to develop innovative solutions to problems. Under supervision, prepares flood studies and engineering reviews. Analyzes reports and topographical and geologic data. Prepares or directs preparation and modification of reports. Analyzes coastal and oceanographic processes and the environmental impact of and interactions among waves, currents, sediments, and structures. Assists with collection and analysis of field data. Performs analytical and numerical modeling of waves, currents, and sediment transport in open coast, inlet, and estuarine environments. Performs analysis, visualization, and interpretation of geospatial data, and time- series. May prepare work plans or time estimates and may lead small projects.
Designs, tests, installs, and maintains large-scale electronic equipment or machinery for use in manufacturing or power generation or transmission as a part of major environmental initiative or to correct major/mitigate environmental problem. May use computer-assisted engineering and design software and equipment to perform assignments. Applies principles and techniques of electrical engineering to accomplish goals.
Identifies, assesses, and resolves problems concerning the environment. May also design, install, operate and maintain measuring apparatus to determine the level of pollutants involving air, land, and water. Performs experiments and reports findings on environmental consequences of equipment, tools, and procedures. Ensures the organization’s conformance to federal, state, and local environmental legislation.

Subject Matter Expert
Performs highly complex analytical and subject matter work in support of Client and project objectives. Applies expert knowledge to gather facts, research and analyze data, and develop conclusions and recommendations. Expert in one of the following areas: strategic planning, cost/benefit analyses, process improvement, and risk mitigation. May have authorized or published articles or books in field of expertise.
Contributes to survey design and methodology by designing samples to meet project objectives. Analyzes survey data, computing appropriate weights as needed and conducting univariate and multivariate statistical procedures.
Advises on the development and implementation of a supply chain ecosystem to design, implement, and execute supply chain solutions applies advance expertise of the four stages of a supply chain: Integration, operations, purchasing and distribution.
Advises on production, planning, scheduling, inventory management, purchasing distribution, supplier performance and provide resolution of supplier performance issues. Advises on the evaluation and selection of strategic suppliers to meet availability, quality, cost, and flexibility goals.
Education and Experience:
A master's degree or equivalent and 7 to 10 years’ specialized experience in the applicable subject area.
