About this file

This document is a set of questions and responses related to the Logistics Planning and Construction Services (LPCS) contract solicitation issued by the Federal Emergency Management Agency (FEMA). Key details include:

The solicitation allows offerors to submit relevant task orders as evidence of corporate experience under the Factor 1 - Corporate Experience evaluation criteria, rather than strictly submitting full contracts. Additionally, the solicitation will be amended to correct the NAICS code from 511330 to the proper 541330 - Engineering Services. When evaluating Factor 1, offerors will receive a single, cumulative rating based on all corporate experience examples submitted, rather than individual ratings for each example.

The document provides estimated dates for the down-selection (anticipated by May 3, 2024), oral presentations (approximately 3 weeks after the solicitation closing), and the due date for Phase II proposals (to be provided when the Phase II RFP is issued). It also confirms that fixed hourly rates should not include allowances for Other Direct Costs (ODCs).
