About this file

This document is a Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items for the installation of a Vindicator Electronic Security System at Dyess Air Force Base.

The requirement includes the installation of the Vindicator system, end-user training, and maintenance. The Vindicator system will provide both an Intrusion Detection System (IDS) and an integrated Access Control System (ACS). Honeywell is the only approved vendor for the Vindicator system, which is a proprietary product. Due to previous installations of the Vindicator system at Dyess AFB, this brand has been chosen for base-wide standardization. The procurement will be a total small business set-aside using simplified acquisition procedures. Market research identified several small businesses capable of providing the required services. The contracting officer has determined the anticipated cost will be fair and reasonable based on the competitive nature of the acquisition.

I. Contracting Activity.

7th Contracting Squadron, Dyess AFB

II. Nature and/or description of the action being processed.

This requirement will include Installation of Vindicator System while current Monaco system is still active, and end user training and maintenance.

This document will define the general requirements for the installation of a Vindicator Electronic Security System that will provide both an Intrusion Detection System (IDS) and an integrated Access Control System (ACS).

III. Description of supplies/services required to meet agency needs.

This requirement will be accomplished in four Phases. Phase I will involve Installation of Vindicator System . Phase II and III will involve testing, end user training, and maintenance. Phase IV will involve the installation and training of the Visitor Badge System.

The installation document will define general requirements for the installation of a Vindicator Electronic Security System that will provide both an Intrusion Detection System (IDS) and an integrated Access Control System (ACS).

A general overview of the specifications are listed below:

1-Fiber hub switch 1-Intrusion Detection System 1-Cable and Conduit 1-Installation and Other Services 1-Phase I, II, III and IV.

IV. Statutory authority permitting other than full and open competition.

There are only 3 alarm system vendors approved by the Air Force in accordance with A7S Security System Project Description (SSPD):

Diebold, Advantor, or Vindicator.

Installation shall be guided by security doctrines contained within AFI 31-101 and AFI 31-401. Due to some Vindicator systems already existing on Dyess AFB, including those procured on Contracts FA466120F0034, FA466120F0045, and FA466120F0097, this brand has been chosen as the most economical path for base-wide standardization from the 3 brands approved by the SSPD. Vindicator is a proprietary system owned by Honeywell. Only Vindicator-certified persons may install or update propriety components.

Honeywell is the only source that can satisfy this requirement in accordance with FAR Part 8.004, however, GSA procurement would require a single source award to a large business. This conflicts with small business set-aside requirements in accordance with FAR Part 19.502-2(b).

2 CONS and 7 CONS have both awarded sole source contracts for Vindicator based on the cost effectiveness of the existing GSA contract vehicle. However, the distributors list on the Honeywell website was reviewed, and several SAM-registered small business were contacted for capability confirmation. A competitive acquisition by 2 CONS received 9 small business responses, and a competitive acquisition by 7 CONS received 6 small business responses. Thus, two or more quotes are reasonably expected for price competition. In order to solicit to as many potential sources as practicable, this solicitation is recommended for a total small business set-aside on SAM following simplified acquisition procedures.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Honeywell is the only source that can satisfy this requirement in accordance with FAR Part 8.004, however, GSA procurement would require a single source award to a large business. This conflicts with small business set-aside requirements in accordance with FAR Part 19.502-2(b).

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research has shown a GSA procurement in accordance with FAR Part 8.004(a) would result in a sole source award to a large business, Honeywell Vindicator.

According to a similar acquisitions completed in FY21, the following (6) SAM- registered small businesses provided quotes via GPE Sam:

Banning Contracting Services Inc- SDVOSB, VOSB Drake Consulting- SB HQE Systems Inc.- SDVOSB, VOSB PSG Global Inc- SB Reagent World Inc- WOSB Universal Professional Services Inc (Pro Tech)- WOSB, EDWOSB

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

This requirement will be solicited on SAM. gov as a small business set-aside. Given the procurement history of similar requirements made, both at Dyess AFB and within the AF as a whole, it is anticipated that there will be adequate competition to ensure the Government pays a fair and reasonable price for this product.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A search of GSA was conducted to determine if there were any vendors on the GSA GPE who had the ability to fulfill the needs of the requirement since the last installation of Vindicator on Dyess. The GSA utilizes 334290 for Security and Detection Systems instead of 561621. In searching the MAS 334290, a total of 186 vendors were discovered. Since the previous MRR, the number of vendors has dropped by thirteen (13). Out of that total for the SBA is as follows: 149 (SB) 16 (WOSB), 11 (SDVOSB), 4 (HZ), 4 (EDWOSB), 2 (8A). Out of these 186, Vindicator Technologies, Inc (Honeywell) is the only vendor that has an MAS on GSA that will allow them to install the Vindicator System.

There are several other vendors who are authorized distributors for the Vindicator IDS. These identified vendors are not under the MAS found on GSA as Honeywell is the only authorized seller/distributor for that platform.

However, based upon prior MRR and similar requirements, if this is solicited on SAM GPE, then there will be more competition based upon the number of vendors available.

The following businesses were previously identified as authorized vendors to distribute Honeywell's Vindicator system and/or has installed previous Vindicator IDS on Dyess.
