About this file

This is the Indian Affairs Indian Economic Enterprise Representation Form, a self-certification document required for federal contract opportunities set aside under the Buy Indian Act (25 U.S.C. 47).

The form requires offerors to certify their status as an Indian Economic Enterprise (IEE) as defined in Department of the Interior Acquisition Regulation (DIAR) Part 1480. Offerors must meet IEE eligibility requirements at three critical points: when submitting an offer in response to a written solicitation, at the time of contract award, and throughout the full contract term. The form collects basic organizational information including the name of the federally recognized tribal entity, the legal business name, the Unique Entity ID (UEI), and the name of the 51% or greater owner of the IEE firm. The certifying officer must sign the form and provide their printed name. Contracting officers retain the right to request additional documentation or information to verify eligibility at any point during the acquisition lifecycle, including pre-award and proposal evaluation phases. The form includes explicit warnings that false or misleading information constitutes violations punishable under 18 U.S.C. 1001, with false claims during contract performance subject to penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287.
