Task 3 involves evaluation and repair of existing groundwater monitoring wells for structural compromise, conducting groundwater monitoring with samples and duplicates, measuring water levels and flow gradients, and following EPA low-flow and DEC well sampling guidance with complete documentation of purge volumes and stabilization parameters. Task 4 requires comprehensive reporting including field activity summaries, laboratory analytical data packages with DEC data review checklists, an updated Conceptual Site Model, groundwater monitoring reporting with trend analysis, and a Remediation Alternatives Analysis, all compliant with 18 AAC 75.335 and including narrative discussions, figures, maps, GPS coordinates, and recommendations for additional actions.
The contractor must provide all labor, materials, equipment, logistics, and technical expertise, and perform work in compliance with ADEC 18 AAC 75, EPA Low Stress (Low-Flow) Purging and Sampling Procedures, DEC Well Guidance, and all applicable federal, state, tribal, and local regulations. Field work will be conducted at the former BIA School site in Eek, Alaska, and may be restricted by weather, seasonal access limitations, ground conditions including freeze-thaw cycles, and community coordination requirements. Performance standards address work plan quality, fieldwork execution, sampling quality, community coordination, and final report delivery, to be evaluated by BIA and DEC review. The government will furnish historical site reports and access to 2024 and 2025 analytical data, maps, and Conceptual Site Model documents. Special considerations include cultural sensitivity requirements, permafrost and shallow groundwater management, and routing all external communications through BIA.

Performance Work Statement (PWS)
Remediation of Contaminated Site – Native Village of Eek, Alaska Prospective Contract Year: 2026 Prepared by: Remediation Coordinator, Bureau of Indian Affairs, Alaska Region
1.0 PURPOSE
The purpose of this Performance Work Statement (PWS) is to obtain contractor services for targeted environmental remediation activities at the former Bureau of Indian Affairs (BIA) School site in the Native Village of Eek, Alaska (DEC Hazard ID 25493). The 2026 scope builds upon the findings of the 2024–2025 site characterization effort and intends to advance the site toward regulatory closure in accordance with Alaska Department of Environmental Conservation (DEC) 18 AAC 75 regulations.
2.0 BACKGROUND
The former BIA school site in Eek contains documented historical releases of petroleum and related contaminants from aboveground storage tanks (ASTs), day tanks, fuel pipelines and a former tank farm. Investigations between 2010 and 2025 have identified soil and groundwater impacts, including DRO, RRO, ethylbenzene, 1-methylnapthalene, acenaphthene, naphthalene, fluorene and phenanthrene and related compounds of potential concern (COPCs).
Key findings from the 2010–2025 site characterization include:
• Petroleum contamination persists in several areas, with defined but incomplete delineation in select locations
• Groundwater monitoring wells installed in 2024 showed a shallow water table and all wells were dry in 2025, with contamination present including one well exceeding cleanup levels; possibly biogenic
• Test pits advanced in 2025 delineated contamination in some areas, but additional investigation is warranted south of the former pump house and east and west of the former shop, former school and tank farm
• Permafrost, shallow groundwater, and frost jacking have affected well installation integrity
The property is in a remote Alaska Native community with limited infrastructure, requiring careful planning for logistics, transportation and community coordination.
3.0 SCOPE OF WORK
The Contractor shall furnish all labor, materials, equipment, logistics, services and technical expertise required to plan, execute, and report on remediation activities at the Eek site. Tasks include additional contaminated soil delineation, groundwater monitoring, product recovery, comprehensive reporting and evaluation of remediation alternatives suitable for the remote Alaska village.
The Contractor shall perform all work in compliance with:
• ADEC 18 AAC 75 “Oil and Other Hazardous Substances Pollution Control”
• EPA “Low Stress (Low-Flow) Purging and Sampling Procedures” and DEC’s “Well Guidance”
• All applicable federal, state, tribal, and local regulations
• BIA policies and tribal coordination requirements
4.0 REQUIREMENTS AND TASKS
Task 1 – Project Management & Planning
The Contractor shall:
1. Conduct a kickoff meeting with BIA within two ws of contract award and provide meeting minutes within two ws of meeting.
2. Review all historical environmental assessment data for the site.
3. Prepare and submit the following for BIA and DEC approval:
o Project Site Characterization Work Plan (compliant with 18 AAC 75.335) o Sampling and Analysis Plan (SAP) o Site-Specific Health and Safety Plan (HASP) o Community Notification letter(s)
4. Coordinate with the Native Village of Eek and the Lower Kuskokwim School District (LKSD) regarding access, cultural considerations, and scheduling.
5. Identify logistics needs for remote mobilization and demobilization.
Task 2 – Additional Site Characterization & Soil Delineation
To address remaining data gaps identified in the 2025 site characterization:
1. Advance soil test pits and/or borings at ~16 locations in areas recommended for further investigation (areas to the north and west of the tank farm, north of the former teacher housing, between the former teacher housing and former school, and west of the former shop).
2. Document soil conditions, GPS coordinates, hydrocarbon odors, stained soils, debris, permafrost conditions, and groundwater depth.
3. Collect soil samples (and duplicates) following DEC sampling procedures and submit for laboratory analysis (DRO, PAHs, VOCs).
4. Record all field activities in field logs, including deviations from approved plans.
Task 3 – Groundwater Monitoring & Product Recovery
1. Evaluate existing groundwater monitoring wells for frost-jacking or structural compromise; repair or reinstall as necessary.
2. Conduct groundwater monitoring for all existing wells (samples, plus duplicates).
3. Measure water levels, flow gradients, and evaluate well integrity.
4. Follow EPA low-flow and DEC well sampling guidance for all purge and sampling activities.
5. Document all purge volumes, stabilization parameters, and field conditions; include field duplicates, trip blanks and DEC data review checklists.
Task 4 – Reporting (compliant with 18 AAC 75.335)
The Contractor shall submit the following deliverables:
• Field Activity summaries for each mobilization
• Laboratory Analytical Data Packages with DEC Data Review Checklists
• Updated Conceptual Site Model (CSM) reflecting 2026 conditions
• Groundwater Monitoring reporting with trend analysis
• Remediation Alternatives Analysis
Reporting must include:
• Narrative discussion of sampling and delineation activities, including difficulties or work not completed and why
• Figures, maps, photos, GPS coordinates
• Deviations from work plan and justifications
• Recommendations for any additional actions
5.0 PERFORMANCE STANDARDS

6.0 PLACE OF PERFORMANCE
All field work will be conducted at the former BIA School site and associated impacted areas in the Native Village of Eek, Alaska, including monitoring well locations and historic spill areas.
7.0 PERIOD OF PERFORMANCE
The period of performance is 12 months from the date of contract award.
Field activities may be restricted by:
• Weather and seasonal access
• Ground conditions (freeze-thaw cycles)
• Coordination with the community and Lower Kuskokwim School District
8.0 SPECIAL CONSIDERATIONS
• The Contractor must practice cultural sensitivity and maintain close coordination with the Village of Eek.
• All communication with media, public, or regulators must be routed through BIA.
• Permafrost and shallow groundwater conditions require careful excavation and drilling practices.
9.0 GOVERNMENT-FURNISHED INFORMATION
BIA or DEC will provide:
• Historical site reports
• Access to 2024 and 2025 analytical data, maps, and CSM documents
