About this file

This document is an evaluation procedures attachment for federal contract solicitation FA441926Q0048, establishing the criteria and methodology for assessing vendor quotes for commercial products and/or commercial services.

The evaluation employs a two-factor approach: Price and Technical Acceptability. Best value will result from selection of the technically acceptable quote with the lowest evaluated price. The Government reserves the right to award to vendors other than the lowest bidder if a higher quality item justifies the premium. Under Factor 1 (Price), the Government will award to the responsible offeror whose conforming quotation is most advantageous considering price and other factors. Under Factor 2 (Technical), vendors must demonstrate that their quoted item meets all provided criteria for the required part number. Technical submissions must be completed using a secondary document with clear, concise, and sufficiently detailed information to enable effective evaluation and substantiate stated claims. Vendors will receive a rating of either "Acceptable"—indicating the quote clearly meets minimum solicitation requirements—or "Unacceptable"—indicating the quote does not clearly meet minimum requirements. By submitting a quote, vendors accept all solicitation requirements including technical requirements and terms and conditions. Quotes that fail to conform to solicitation requirements may be determined not awardable without further evaluation.

(End of provision)

ADDENDUM TO FAR 52.212-2:

Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price.

By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:

Factor 1 – Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the low quote for a higher quality item.

Factor 2 – Technical. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided criteria for the part number needed. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.” Technical submission must be completed using a secondary document. The Technical information shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Proposals shall provide convincing rationale addressing how the technical portion of the offer meets solicitation requirements. Offerors shall assume the Government has no prior knowledge of the offeror’s experience. The Government will base its evaluation on the information presented in the offer.

Rating Description:

“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.

“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
