About this file
Attachment 3 - Evaluation Factors is a document detailing the evaluation methodology for a federal solicitation (FA4419-25-Q-0026) for a Solvent Spray Gun Cleaning Station. The evaluation will be conducted using two primary factors: Price and Technical Acceptability. For the Price factor, offers will be ranked from lowest to highest, with the three lowest-priced offers then evaluated for technical acceptability. The Technical Acceptability factor will assess whether vendors' quoted items meet all required salient characteristics, with quotes assigned either an "acceptable" or "unacceptable" rating.
The evaluation process requires that at least two offers be determined technically acceptable. The lowest-priced, technically acceptable quote is expected to be most advantageous to the government. Vendors must fully conform to all solicitation requirements, and failure to do so may result in a quote being deemed non-awardable. The contracting officer will also determine price fairness per FAR 13.106-3, and no telephonic responses will be processed. This is a 100% Small Business Set Aside solicitation for the 97th Contracting Squadron at Altus Air Force Base, with a preferred brand name (BECCA Model S800A) but allowing technically equivalent alternatives.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (Feb 2024)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Price
2. Technical Acceptability
(End of provision)
ADDENDUM TO FAR 52.212-2:
Most advantageous to the Government is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions.
Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:
Factor 1: Price The total evaluated price will be determined by the total of CLIN 0001. Offers will be ranked from lowest to highest. The three lowest total evaluated priced offers will then be evaluated for technical acceptability.
Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per FAR 13.106-3. No telephonic responses will be processed.
Factor 2: Technical Acceptability The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided salient characteristics for the required item. Each of vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.”
Rating Description:
“Acceptable” - Quote clearly meets the items specifications of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
At a minimum, the three (3) lowest priced offers will be evaluated for technical acceptance.
Evaluations will continue as necessary until at least two (2) offers are determined to be technically acceptable.
