About this file

This document is a Proposed Evaluation Factors for Award for a federal contract opportunity issued by the U.S. Forest Service, Southwestern Region 03, Prescott National Forest on 03/11/2026.

The contract concerns NFSR 373 Aggregate Hauling services and will be awarded using a Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Award will be made to the offeror submitting the lowest-priced offer that meets or exceeds the acceptability standards for technical factors. Under the LPTA methodology, tradeoffs are not permitted, offers are evaluated for acceptability but not ranked on non-cost/price factors, and discussions are not anticipated. Offerors must provide their best prices upfront, as pricing serves as the final determining factor for award.

Evaluation is based on three primary factors: (1) Technical Capability Requirements (Factor a) requiring submission of a statement or document demonstrating the contractor's tools, equipment, training, general business practices, and capacity to perform the work, including identification of any proposed subcontractors and their equipment; (2) Prices, evaluated on a firm-fixed-price basis; and (3) Past Performance, requiring documentation of similar projects completed within the last three years demonstrating capability to perform the technical requirements. Failure to provide adequate information for Technical Capability factors will result in removal of the offer from the competitive range and ineligibility group.

BEST VALUE – LPTA

FAR 15.101-2 Lowest price technically acceptable source selection process https://www.acquisition.gov/far/15.101-2

Offers will be reviewed for conformance to the requirements of this RFQ. Award will be made based on the Lowest Price Technically Acceptable (LPTA) offer that meets or exceeds the acceptability standards for technical factors. Failure to provide adequate information for Technical factors a & b, will result in the offer not being placed in the eligibility group of technically acceptable, which will remove the offer from further consideration.

Under LPTA:

1. Evaluation factors and significant subfactors that establish the requirements of acceptability shall be set forth in the solicitation.

2. Tradeoffs are not permitted.

3. Offers are evaluated for acceptability but not ranked using non-cost/price factors.

M2.0 TECHNICAL CAPABILITY REQUIREMENTS:

Technical Capability shall be submitted in the form of a statement or document that demonstrates the contractor’s capability to perform the work to meet or exceed the requirements of this solicitation. To meet the Technical Capability Requirements, offers shall address the following factors:

Factor a - tools, equipment, training, and general business practices should be developed in the statement or document to satisfy an evaluation panel that you the contractor has a level of technical capability that meets or exceeds the requirements to perform this work. If the work is subcontracted, list the proposed subcontractor and their equipment available for the project.

Failure to provide adequate information for Technically Capability may result in the offer being removed from the competitive range.

M3.0 PRICES:

Competitive offers will establish reasonable prices. Therefore, when contracting on a firm-fixed-price basis, comparison of the proposed prices will satisfy the requirement to perform a price analysis (cost analysis need not be performed). Contracting Officer intends to award without discussions. Offerors shall provide their best prices up front. Pricing will serve as a final determining factor for award under

LPTA.

M4.0 PAST PERFORMANCE

Past Performance is required to be submitted for any federal procurement. List similar projects within the last 3 years that demonstrate the contractor’s capability to perform the subfactors in the technical requirements. Past performance is necessary for the Contracting Officer to determine the contractor has the experience necessary to perform the work.
