About this file

This is a Statement of Work (SOW) for the U.S. Forest Service, Southwestern Region 03, Prescott National Forest, issued on May 12, 2026 (Revision 2).

The SOW covers two primary projects: NFSR 373 Aggregate Hauling and NFSR 360 Cattle Guard Replacement. For the aggregate hauling project, the contractor must load and haul approximately 2,500 cubic yards of government-furnished MAG (M.A.G.) ABC aggregate from the Willow Work Center stockpile in Yavapai County, Arizona to NFSR 373 (Thumb Butte Loop), located approximately 8.5 miles from the stockpile. The contractor must also purchase and haul an additional 600 cubic yards (1,050 tons) of MAG ABC or surface course material from a commercial source. Base bid line items include mobilization/demobilization, loader with operator (minimum 5-cubic yard bucket), three dump trucks (10-12 cubic yard capacity) with operators, a vibratory smooth drum roller with operator (minimum 50-inch compaction width), a water tender with operator (2,000-3,000 gallon capacity), and the commercial aggregate purchase and delivery. An optional line item includes a road grader with operator for spreading, grading, and shaping aggregate. The performance period is 60 calendar days from Notice to Proceed. The government will furnish aggregate material, roadbed preparation, and road grading (unless the road grader option is awarded). For the optional NFSR 360 Cattle Guard Replacement work, the contractor must remove and dispose of an existing damaged cattle guard and install two new 8-foot by 8-foot concrete bases with steel grids, wings, warning signs (30" x 30"), and Type 3 object markers. The contractor is responsible for coordinating with Arizona 811 prior to excavation, managing backfill compaction in 6-inch lifts, and installing road closure signage at intersecting roads approximately one-quarter mile away. The Contracting Officer's Representative is Sergio Montanez (sergio.montanez@usda.gov, 928-765-5502). Payment terms are based on hourly operating rates for equipment and materials, with weight tickets required to support billing for hauling activities. Aggregate material specifications reference Table 1, FP-24 standards for surface course characteristics, and compaction must comply with specified AASHTO standards detailed in Attachment K.
