BPA Call Evaluation and Submission Requirements

This document outlines the evaluation criteria and submittal requirements for a Blanket Purchase Agreement (BPA) call utilizing a best value methodology. Awards will be made to the technically suitable offeror providing the best value to the Government, considering technical approach, relevant past performance, availability, and price. Technical suitability will be evaluated based on two primary criteria: (1) Technical Approach, including methods, equipment types, and soil impact mitigation strategies, and (2) Relevant Past Performance for similar work performed within the last three years. Past performance information may be obtained from previous BPA submissions to the CORP contract, external sources, and evaluator knowledge. A single award will be made for all line items, with optional items contingent on fund availability and operational need.

Offerors must submit the completed BPA Call quote sheet signed and a narrative describing their technical approach, including equipment specifications and environmental protection methods. Additionally, offerors must provide a three-year relevant work history listing contract dates, work types and names, contract numbers, acreage, performing agency, and Contracting Officer (CO) or Contracting Officer's Representative (COR) contact information. Offerors must also submit a list of current or recently awarded contracts to demonstrate availability for the award and complete form #43 with their quote submission. Award will not necessarily be made to the lowest-priced offeror; all proposals must meet established technical suitability standards to qualify for consideration.
