About this file
This document is an Addendum to FAR 52.212-2, Evaluation - Commercial Products and Commercial Services, for a federal contract opportunity. The solicitation is for a Portable Restroom Trailer to be used during a facility renovation project at Altus Air Force Base, Oklahoma. The Government will award a contract to the responsible offeror whose quote is the lowest technically acceptable. Quotes will be rated as "Acceptable" if they clearly meet the specifications or "Unacceptable" if they do not. The estimated Period of Performance is 2 years, with delivery via FOB Destination. Funds are not presently available, and the Government reserves the right to cancel the solicitation.

ALTUS AIR FORCE BASE OKLAHOMA

MEMORANDUM FOR RECORD
FROM: 97 CONF/PKA
SUBJECT: ADDENDUM 52.212-2 - EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (NOV 2021)
1. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical acceptability considered.
ADDENDUM TO FAR 52.212-2:
2. The most advantageous quote to the Government is expected to result from selection of the lowest technically acceptable quote. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:
2.1 . Price Factor
The total evaluated price will be determined by the total of all CLINS. Before a contract may be awarded, the Contracting Officer must determine the price fair and reasonable per FAR 13.106-3. No telephonic responses will be processed. Total Evaluated price shall be the total of all years from the Bid Schedule line items, plus an additional 50% of the total of Option Year 1. The additional 50% represents the total cumulative price of 52.217-8. Should FAR clause 52.217-8 be exercised in the future, the price will be pro-rated to the actual performance required.
2.2 . Technical Acceptability Factor
The purpose of the technical factor is to assess whether the vendor's quoted item meets all of the performance requirements in the Performance of Work Statement. Each vendor's quote shall include a statement of capability that clearly explains their ability to meet these requirements. Please refer to Attachment 6- Instruction to Offerors for a more detailed explanation. Each vendor's quote will be evaluated against technical requirements and will be assigned a rating of "acceptable" or “unacceptable”
2.3 Rating Description:
2.3.1 “Acceptable” - Quote clearly meets the specifications of the solicitation.
2.3.2 “Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
The quote will be determined technically acceptable if it meets the requirements set out in Performance of Work Statement (PWS).
