Project Overview and Background
Riverfront Safety & Health, LC (Riverfront), a Service-Disabled Veteran Owned Small Business, has provided the required limited asbestos & lead identification field surveys and historical records review in support of the 100% Construction Documents phase of the EHRM Infrastructure Upgrade: Data Center Project (VA Project 657-21-709JB) located at the Jefferson Barracks VA Medical Center, St. Louis, MO (The Project). The current limited asbestos and lead survey was performed using project scope of work documents, basis of design and drawings.
Field Investigation Objectives
Project objectives are as follows:
The overall intent of this project is to upgrade and improve the Electronic Health Record Modernization (EHRM) infrastructure of the Jefferson Barracks, MO Healthcare campus as part of the ongoing national VA EHRM initiative.
The A/E has begun assessing the current data center in Building 1 and the new data center in Building 56. The A/E has also noted the cutover from the GC11 DC and will integrate ongoing projects with this design to ensure the plan remains united and coordinated to minimize impacts to campus operations. The A/E noted on initial discussions the following key aspects which are further discussed herein:
1. VA audio visual department requirements must be accounted for in this design and layout.
a. Inclusion of these active servers will be considered for outages and disruptions during phasing of this project.
2. Integration of biomed server racks
3. Consolidation of OI&T equipment from Building 1, GC11
4. Redesign of power distribution
5. Redesign of HVAC system
6. Correction of known plumbing issues, specifically the backflow of fluids into the floor plenum from floor drain.
RSH understands that the field assessment is limited to:
Building 1: Room GC11 Building 56: Room BB102, Room BB121, and Generator Outhouse
Field Investigation Summary
Riverfront provided inspection personnel accredited under the Asbestos Hazard Emergency Response Act (AHERA), U.S. Environmental Protection Agency Model Accreditation Program for Asbestos Building Inspectors to perform the following:
Verify the presence, location, quantity, appearance, and condition of all applicable building materials exhibiting asbestos, lead and mold containing materials within areas of scheduled work at the Jefferson Barracks VA Facility, identified by the VA as likely to be impacted during this project. Areas likely to be impacted by The Project are limited to Building 1, Room GC11 and Building 56, Room BB102, BB121 and the Generator Outhouse.
The project specific limited asbestos survey was performed by Mr. Blaine Gravagna and Mr. Travis Carter on May 1, 2, and 9, 2024. Both inspectors are accredited under the Asbestos Hazard Emergency Response Act (AHERA), U.S. Environmental Protection Agency Model Accreditation Program for Asbestos Building Inspectors. Both Mr. Carter and Mr. Gravagna performed lead sampling under the direction of Mr. Charles Davis who is an EPA certified Missouri licensed Lead Risk Assessor. All work was performed under the supervision of a Certified Industrial Hygienist (CIH), Mr. Justin R. Rhyneer to ensure standard EPA- NESHAP/AHERA/OSHA field inspection and sampling methods were employed for representative project

Environmental 2 inspection. Laboratory results from this confirmation sampling can be found in Appendix A. Principal contacts for this project were Kyle Florian of the VA Medical Center and Leo Thomas from SpeesDB. Based on records review and visual observations at the time of the field investigation, the following items were noted:
Mold impacted building materials are not anticipated and where present are a highly localized condition. Areas will be visually inspected for suspect mold growth on materials located within or near the projected pathways of work.
As a general course of action, reuse of existing wall penetrations and pathways is recommended.
Areas within chases and exterior wall voids are normally suspected of covering asbestos containing materials. Where plaster or drywall ceilings are present, it is generally assumed, asbestos pipe insulation and/or mudded fittings associated with domestic water, chilled water, or perimeter heat systems will also be present above them. All historical plaster is presumed to cover asbestos TSI or other asbestos-containing materials.
Asbestos containing stucco and lead based paint are frequently present on the exterior of buildings.
Asbestos mastic and lead based paint are commonly discovered on the interior foundation walls as well. Any exterior stucco and associated caulks are considered suspect asbestos containing materials. These areas were of particular importance to survey during the onsite inspection to ascertain what building materials will be impacted where new building penetrations are necessary.
Field assessment was limited to areas within Building 1, Room GC11 and Building 56, Room BB102, BB121 and the Generator Outhouse. Any work outside of these areas, in other rooms and/or buildings, and in duct banks or other existing pathways may disturb unknown environmental hazards.
Asbestos Containing Materials – Assessment & Inspection Results
Riverfront personnel collected a total of 38 representative samples of suspected asbestos containing materials related to The Project. The suspect materials, which were similar in general appearance and age of construction, were grouped into homogeneous material sets and sampled. Practical precautions were used in collecting samples to ensure the safety of all personnel. All samples were transferred via written chain-of -custody, to EMSL, an AIHA & NVLAP accredited laboratory, for analysis. A minimum of three samples were collected of all suspect asbestos containing building materials. All samples were analyzed using polarized light microscopy (PLM) analysis with dispersion staining (DS) according to U.S.
Environmental Protection Agency (EPA) Method 600 IR-93/116 which is presently recommended by the EPA. Asbestos Containing Materials are defined by EPA as having greater than 1% asbestos as measured by PLM methods. Zero (0) of the 32 suspect asbestos samples collected were identified as asbestos containing materials by PLM analysis.
While there are no known environmental hazards within Building 56 or the Building 56 generator house, multiple asbestos-containing building materials exist within Building 1, Room GC11. These materials include asbestos pipe insulation and/or asbestos mudded fittings, asbestos floor tile and asbestos black mastic, and exterior asbestos surfacing material. These materials should be avoided and protected as necessary during the course of work. Any work likely to impact these materials must be performed by a licensed abatement contractor.
Please see attached Appendix A for laboratory analytical reports.

Environmental 3
A targeted lead inspection was performed on representative indoor building components to identify lead-based paint on primary substrates likely to be impacted by The Project. Primary components analyzed included, but are not limited to drywall, CMU, concrete, ceramic wall and floor tiles, plaster ceilings, metal data racks, and metal pipe components.
Riverfront collected lead readings from targeted surfaces to identify the presence of lead-based paint (LBP), which is defined by the EPA as greater than or equal to 1.0 mg/cm2 lead by surface loading (as tested by an XRF instrument). EPA/HUD compliant XRF (X-Ray Fluorescence) sampling methods, which are non-destructive, were employed for this project assessment.
It is stressed that this sampling was intended to identify the presence of lead-based paint and/or lead glazed tiles within readily accessible areas of the buildings which may become disturbed during future construction and activities and associated with this particular project design, and not necessarily an EPA- HUD type “surface-by- surface” inspection. An EPA-HUD trained Lead Inspector/Risk Assessor collected all readings.
The RSH inspection team gathered a total of 23 readings including instrument calibration readings. Of these, 0 readings (0 materials) were above the 1.0 mg/cm2 threshold. Materials showing elevated levels included:
Please see the included Table 1 for the full RSH asbestos bulk sampling, Table 2 for the full RSH Lead XRF sampling, Appendix A for asbestos laboratory analytical reports, sample chains of custody, and Appendix B for professional certifications.
Riverfront appreciates the opportunity to assist with this project. It is our intent that this information will assist with project development at this phase. Please feel free to contact us with any questions or concerns.
Sincerely, May 14, 2024 Justin R. Rhyneer, CIH Date Principal

EMSL maintains liability limited to cost of analysis . Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations . The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non- friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.

Dear Mr. Davis:
The Missouri Department of Health and Senior Services’ Lead Licensing Program has approved your renewal application for a Lead Risk Assessor license.

Please have your identification badge with you at all times while conducting lead abatement activities.
Note the date your Lead Risk Assessor license expires. A renewal notice will be mailed to you approximately four months prior to your license expiration date, and your renewal application will need to be completed and submitted to the Program 60 days prior to the expiration date.
A requirement of renewing your application will be attending a Lead Risk Assessor refresher class. A list of Missouri accredited lead abatement training providers will be included with your renewal notice.
