About this file

This document is an Attachment 3 Education Standards Checklist for Private Provider Contracts involving the South Carolina Department of Juvenile Justice (SCDJJ) School District. The document outlines comprehensive educational requirements for contractual facilities providing instructional services to juvenile populations. The standards mandate specific staffing configurations, including a Highly Qualified Education Director, instructional facilitators for four content areas, and a certified Special Education Teacher. Each facility must provide flexible educational programming that allows juveniles to enter at any time, includes career and technology education, career readiness assessments, and ensures access to career development facilitation.

The educational standards require facilities to comply with State and Federal mandates, including special education services, statewide testing participation, and maintaining appropriate physical classroom facilities with sufficient technological resources. Facilities must develop partnerships with local libraries, maintain comprehensive academic record-keeping, and ensure student participation in financial literacy programs. SCDJJ School District will provide Teachers of Record, monitor educational program compliance, conduct annual evaluations of educational staff and facilities, and award high school diplomas upon meeting graduation requirements. All educational staff are required to participate in professional development and learning opportunities, with a focus on meeting the diverse educational needs of juvenile populations.
