About this file

This is a Technical Factors evaluation document for a federal contract opportunity (FA442726Q1072) for maintenance and repair services of the Deployment/Reception C2 System at Travis Air Force Base, California.

Offerors must address five technical factors demonstrating their capability to satisfy contract requirements within a 10-page response limit. Factor 1 requires corrective maintenance and response times, including telephone support with a three-hour response window and on-site dispatch of qualified technicians within 48 hours if remote resolution is not possible. Factor 2 addresses parts and loaner equipment, mandating pre-approval from 60 LRS/LGRD before purchasing repair parts and requiring functionally equivalent loaner equipment for Critical Equipment that cannot be repaired within 72 hours. Factor 3 requires the contractor to provide modified system software code to the Government Point of Contact in non-proprietary formats such as CD/DVD. Factor 4 mandates coordination with 60 Civil Engineer Squadron (60 CES) for all electrical work, which must be performed by certified electricians. Factor 5 requires coordination with 60 Communication Squadron (60 CS) and 60 Logistics Readiness Squadron (60 LRS) IT Section for communication lines, network equipment, and dedicated system computer repairs. Additionally, all equipment, software, and accessories must be vetted through the 60th Communications Wing Cybersecurity Office via the Cyberspace Infrastructure Planning System and must comply with Air Force and Department of Defense Information Assurance rules, regulations, and Section 889 of the 2019 National Defense Authorization Act prohibitions on certain equipment and security certifications.
