STATEMENT of WORK For DOT’s non-Core Telecommunication Operations and Maintenance (O&M) Support Services and Related Supplies

1.0 Introduction

The United States Department of Transportation (DOT) is a large and diverse organization, with over 50,000 employees in the Office of the Secretary of Transportation (OST) and its 11 Operating Administrations (OA’s). The DOT’s mission is to: “Serve the United States by ensuring a fast, safe, efficient, accessible, and convenient transportation system that meets our vital national interests and enhances the quality of life of the American people, today and into the future”. DOT’s strategic plan recognizes that information technology (IT), both voice and data is a vital means of fostering Department goals for improving “safety, mobility, global connectivity, environmental stewardship, security, and organizational excellence.”

In response to public expectations, Congress and the President have mandated a major transformation in the way the government serves citizens and is responsible in accounting for expenditures in delivering those services. In the rapidly evolving and increasingly critical role of information technology’s part in meeting citizen demands, the role and responsibilities of the DOT’s Chief Information Officers (CIO) for assuring the successful and cost-effective delivery of services and oversight of the resources that provide the services has dramatically increased. This acquisition, to a considerable degree, will support the DOT in meeting its citizen centric service objectives and the Office of the Chief Information Officer (OCIO) in addressing IT resource accountability requirements.

The objective of DOT’s non-Core Telecommunication Operations and Maintenance (TOM) Support Services and Related Supplies acquisition is to support the non-Core telecommunications operations, maintenance requirements and telecommunication administrative support of DOT customers at the best value possible. The award for non-Core assets and infrastructure TOM, and telecommunication administrative support will provide dedicated resources supporting the DOT locations and other telecommunication’s requirements.

The OCIO’s Office of Infrastructure and Operations (I&O) organization provides enterprise-wide fee-for-service telecommunications solutions through the DOT’s Working Capital Fund (WCF), and manages the DOT’s non-Core telecommunications operations and maintenance support functions. All work performed under this contract vehicle will require review and status reporting to the OCIO.
