About this file

This is a Delivery and Installation Instructions document for the State of California's RFQ #03-0815, an informal competitive solicitation for vending machines at the Coalinga-Avenal Safety Rest Area Southbound location on I-5 South in Coalinga, California. The solicitation seeks four vending machines: one hot drink coffee vending machine, one combo snack and beverage vending machine, one drink vending machine, and two snack vending machines. Vendors must coordinate delivery scheduling a minimum of two weeks in advance with the Buyer's Evaluation Panel (BEP) Vendor and Buyer's Evaluation Committee (BEC) to confirm machine placement, configurations, and security requirements. All equipment must be delivered, installed, and fully operational within five weeks (35 calendar days) after receipt of order, with failure to meet this deadline potentially constituting a breach of contract subject to termination for default.

The delivery and installation requirements mandate that vendors provide new, not reconditioned, equipment with outdoor-rated construction featuring dual-pane Lexan fronts, built-in heaters, and reinforced components to prevent tampering. Vendors must remove eight existing vending machines and transport them to a recycler unless offering trade-in value, while also providing complete installation services including unit leveling, strapping, programming, testing, and end-user training. All eight machines must feature black front facing and use one key-alike system. Vendors are required to remove all packing materials post-installation, obtain recycler receipts, and submit detailed invoices listing serial numbers, warranty information, and delivery location details to expedite payment. No drop shipping, substitutions without written approval, or lift-gate trucks are permitted, and equipment must be set in place side-by-side and banded together at installation.
