Div 01 Specification Comments related to ANC.

Recommended Additions to Div 01 50 00

3.2 CONTRACTOR’S USE OF PREMESIS

L. Work Areas

4. Deliveries:

a. Material deliveries shall be scheduled before 9:00 a.m. and after 4:00 p.m. daily;

coordinate with ANC security for access.

b. Schedule deliveries to minimize use of driveways and entrances.

c. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

O. Conduct of Operations

1. Contractor(s) and contractor personnel shall be required to adhere to the following standards of dress, conduct, supervision, and training while performing work in the national cemetery. It shall be the discretion of the CO to implement immediate removal of Contractor and/or contractor personnel from the grounds if these standards are not adhered to during the performance of the contract. Contractor shall be responsible for training and safety precautions, prescribed by OSHA standards regarding safety equipment and devices. Contractor shall administer disciplinary action immediately as required to contractor employees.

a. Be fully clothed at all times, to include an upper garment to cover the body from the waist to neck and long pants or slacks. Garments which have a message, slogan or printing of any kind other than the Contractor’s business attire is prohibited. (Other clothing is negotiable as approved by the CO).

b. Shall not engage in loud or boisterous behavior or use profane or abusive language nor play radios and/or electronic games/devices, no smoking or chewing of any tobacco products at designated work areas during the performance of this contract. Due to the sensitive mission of the park and cemetery, the Contractor(s) and contractor employees must at all times exercise and exhibit absolute decorum, courtesy, and respect while within the park, cemetery, or at its perimeter or entrances.

c. Contractor and/or contractor personnel shall not lean, sit, or stand on or against gravestones or monuments. No tools or other items shall be placed on or leaned against any gravestone or monument.

d. Food and beverages shall be consumed only within areas designated by the Contractor and approved by the CO. Use or sale of intoxicating beverages and/or drugs is strictly prohibited. Breaks and lunch breaks shall be taken at areas designated, not in the field.

e. Smoking is prohibited within the park, the cemetery, the buildings, and 25 feet of building exterior perimeters. Smoking will be permitted at an area to be designated by the Contractor and approved by the CO.

f. All above misconduct shall be cause for immediate removal from the premises.

P. Work Restrictions

1.On-Site Work Hours: Work shall be generally performed during normal business working hours of 6:30 a.m. to 4:30 p.m., Monday through Friday, except when otherwise indicated.

2. Weekend (Saturday and Sunday) or night work may not be performed without prior consent from the Contracting Officer. Submit requests 2 business days in advance of the work to the Contracting Officer for approval.

3. No site access or work to be performed on the following holidays and event days:

a. Wreath Days: All Fridays and Saturdays in December and January, annually.

b. Memorial Day: Friday – Monday of Memorial Day weekend.

c. Independence Day: Tuesday July 3 and Wednesday July 4, 2018.

d. Veterans Day: Friday – Monday of Veterans Day weekend.

e. Other Federal Holidays not noted above: New Year's Day, Martin Luther King, Jr.

Day, George Washington’s Birthday, Labor Day, Columbus Day, Thanksgiving Day, Christmas Day.

Q. Contractor Access Requirements and Restrictions:

1. Contractor personnel (Including Prime and Subcontractor) who will be at site frequently will require background checks and visitor passes distributed by ANC. Contractor and all associated sub-contractor employees will comply with applicable installation, facility and area commander installation/facility access, and local security policies and procedures. The contractor will also provide all information required for background checks to meet installation access requirements through the COR. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy, including e-Verify. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) or security posture of ANC change, the Government may require changes in contractor security matters or processes.

2. Cemetery Access: The Contractor shall be responsible for ensuring that all contractor personnel authorized to perform work under this contract obtain Cemetery access. Within five

(5) workdays after contract award, the Contractor shall submit to the Contracting Officer and COR the names and completed JBM-HH Form 190-16a (Request for a Joint Base Myer- Henderson Hall (JBMHH) Installation Access Control Pass-Contractor) of ALL personnel working under this contract. Changes of the contractor personnel list shall be submitted within 24 hours of the change-taking place. All Contractor employees shall have on them, at all times, positive/valid, photographic identification, and the JBMHH issues badge/paperwork certifying they completed the vetting process. Obtaining the visitor pass is per the following process:

a. Contracted personnel will fill out and submit to the COR, JBMHH Form 190-16:

Installation Access Request Form.

b. The COR will subsequently compile and submit to Joint Base Myer-Henderson Hall the forms to usarmy.jbmhh.asa.mbx.visitor-control-center@army.mil

c. Upon processing, JBM-HH will notify the COR, and each contractor personnel must go in person to the JBM-HH, Hatfield Gate, to show Identification and pick-up the visitor passes. Hatfield Gate visitor center may be contacted at 703-696-0186.

3. LIMITED BACKGROUND CHECK. For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractor’s employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative).

4. Site Specific Regulations: ANC Contractor Support videos. All contractors and subcontractors working at ANC are required to watch them and acknowledge via a memorandum that they have viewed and agreed to comply to the video requirements. All individuals must view and understand the expectations of each individual while working at ANC.

5. Limited parking is available at ANC. Commercial Vehicle passes are available to contractor for their staff and personnel. Parking on curbs, grassy areas or other landscaped areas is prohibited.

Overnight parking of vehicles belonging to contractors is not authorized anywhere on cemetery grounds without prior coordination and approval from the COR and Security Office. Commercial parking is available in the parking garage, at the rate of $12 per day.

Q. Work Re-Scheduling

1. There are a number of restrictions set in place for this project to ensure minimal interference with the numerous funerals and ceremonies that take place every year at the facility. Contracting officer reserves the right to change these restrictions at any time during the period of performance.

The government will make every attempt to adequately forewarn the contractor of pending changes with a goal to provide minimum 24-hour notification each time the new restrictions are invoked.

Further allowance for two additional calendar days where excavation and subsurface activity abeyance shall be imposed. Contractor shall allow for a maximum of three calendar days where construction activity is determined prohibitive. In most instances requiring work rescheduling, the time periods will range from 10 minutes to 4 hour delay.
