C - Description/Specifications

(1) BACKGROUND AND OBJECTIVES

This project includes the restoration and painting of the historic exterior stucco and pebble dash of the Old Administration Building located at Arlington National Cemetery. The Old Administrative Building at Arlington National Cemetery (FMSS 25759565, PMIS 319907) once functioned as the administrative offices for Arlington National Cemetery. Before it was converted into an administration building, George Washington Parke Custis kept his horse stables here. The original structures are lost, but the current building resembles historic photographs. This building currently serves as an office for the GWMP park rangers at Arlington House. The proposed repairs and rehabilitation to the exterior envelope will ensure the current aesthetics still resemble the likeness of the previous building as well as provide longevity for the exterior envelope.

The National Park Service will provide technical guidance construction contract procurement and construction management.

(2) STATEMENT OF WORK

Independently, and not as an agent of the Government, the Contractor shall provide all labor, materials, equipment and travel necessary for completion of the repair and painting of the exterior stucco and pebble dash on the Old Administration Building (OAB) at Arlington National Cemetery. See below work scope details:

1- Repair all defective areas on the exterior surface of the smooth stucco with same or similar materials. Remove any loose or flaking paint to a sound substrate and prepare surface for exterior paint. This scope of work does not include the total removal of all the existing paint found on these surfaces nor does it include any work related to the window sash, trim or moldings. The surfaces will be cleaned using an environment friendly agent and rinsed with clean water before paint is applied. Two coats of mineral acrylic masonry coating will be applied over the prepared surfaces. All paint colors and sheens will require approval of the Park.

2- Repair all defective areas on the exterior pebble dash stucco with the same or similar materials. Remove any loose or flaking paint to a sound substrate and prepare surface for exterior paint. The surfaces will be cleaned using an environment friendly agent and rinsed with clean water removing all biological surface growth before paint is applied. Two coats of mineral acrylic masonry coating will be applied over the prepared surfaces. All paint colors and sheens will require approval of the Park.

3- Remove any exterior vegetation that has attached itself to the surface of the building and remove from the site.

All processes of this scope will be held to industry standards.
