About this file
This document is a Justification and Approval (J&A) for a sole-source brand-name acquisition by DLA Disposition Services for a Bobcat Toolcat UW56 Multi-Purpose Loader/Utility/Snow Removal Vehicle. The requirement is for one vehicle with multiple attachments, including a snowblower, 72" snowplow, sand and salt spreader, sweeper bucket, hydraulic forks, industrial bucket grapple, and heavy-duty bucket, specifically tailored for the Anchorage, Alaska site's extreme winter conditions with up to 130" of snowfall.
The acquisition is a 100% Small Business Set-Aside with a Firm-Fixed Price contract, using simplified acquisition procedures. Market research determined that alternative manufacturers like Toro, Kubota, and John Deere lack the required fully enclosed model and attachment versatility. The Bobcat Toolcat UW56 is critical for maintaining site operations during severe winter months, providing snow and ice removal, transportation, and multiple functional capabilities in a single machine. The solicitation (SP451025Q1046) requires quotes to be submitted by 12:00 PM Eastern Standard Time on Friday, August 29, 2025, with delivery expected within 120 days after award.
