About this file
This document is a Brand Name Requirement Justification for the 82d Civil Engineer Squadron (82d CES/CEF) seeking to procure a Polaris Ranger XP 1000 Off-road Fire & Rescue UTV for Sheppard Air Force Base, with a total value under $250,000. The specific requirement is for one new Polaris RANGER Crew XP 1000 Premium-Sunset Red-49 State Off-Road Fire & Rescue Vehicle, with manufacturer part number R25RSE99AS, which must include a full-sized windshield, turn signals, custom graphics, emergency light kit, light bars, and installation hardware. The justification explains that while other business models were reviewed, none met the specific mounting and pre-wiring requirements for an existing Fire & Rescue SKID unit, making the Polaris vehicle the only suitable option for accessing challenging terrain and improving emergency response capabilities both on and off base property.
The document includes approvals from Major Bradford L. Shields (Commander, 82d Civil Engineer Squadron), Joshua Mills (Contracting Officer), and Lauren Scheidegger (PKBB Section Chief), who have determined that per Federal Acquisition Regulation (FAR) 13.106-1(b)(1), only this brand name is reasonably available. The vehicle is intended to enhance the Sheppard Fire Department's emergency response capabilities, particularly in areas with difficult terrain where larger vehicles cannot access, and will support both on-base emergency scenarios and automatic/mutual aid responses for the local community.
