About this file

This document is a Brand Name Justification Memorandum from the Department of the Air Force Headquarters Second Air Force (AETC), dated 3 September 2025, regarding the purchase of Novo Rover III X-ray systems for the 366 Training Squadron Explosive Ordnance Disposal (EOD) Training Flight. The x-ray system consists of a detector panel, x-ray generator, wireless communication equipment, a custom tablet and software, and a ruggedized case. The purchase is justified because the Novo x-ray system is a program of record listed in the 3E8X1 Career Field Education and Training Plan (CFETP) and will supplement the course J3ACR3E871 01AB equipment suite, aligning the course's capabilities with operational flights across the Air Force.

The memorandum details the efforts to obtain competition, including market research by obtaining multiple quotes to determine vendors that can meet cost and timeliness mission requirements. The document includes endorsements from the Contracting Officer and Section Chief, with digital signatures from Lt Col Patrick J. Grandsaert (Commander), Perry Kiana (Contracting Officer), and Dulaney Carrie (Section Chief). The EOD Training Flight commits to ensuring no changes to current enterprise x-ray equipment packages before acquiring additional x-ray equipment, thereby maintaining a focused and justified procurement process.
