About this file
This is a Brand Name Requirement Justification Template for a simplified acquisition under $350,000 at Sheppard Air Force Base (AFB).
Sheppard AFB Fire Department requires replacement of aging Ultra High Frequency (UHF) mobile aircraft radios due to end-of-life status of the current URC-200 transceivers, which cease factory support on December 31, 2026. The acquisition specifies General Dynamics URC-300 Transceiver systems to maintain mission-critical two-way communications with aircraft, control tower, base operations, and 80th Fighter Training Wing (FTW) safety officers. The required equipment package includes two complete systems, each comprising: URC-300 VHF/UHF Transceiver Assembly (2 units), URC-300 Battery Connector Covers (2 units), DC Power Cable (2 units), Palm microphone (2 units), Amplified Remote Speaker with cable (2 units), Universal Mounting Bracket System (2 units), VHF/UHF Spring Loaded Mobile Antenna (2 units), and Antenna Mounting Bracket roof mount (2 units). The justification for the brand name specification cites compatibility with existing General Dynamics radio infrastructure Air Force-wide and within Sheppard AFB, familiar user-friendly interface retained from the previous URC-200 model, software-defined architecture enabling future technology upgrades, ruggedized construction rated IP65 for harsh firefighting environments, and compliance with MIL-STD-461G EMI/EMC standards. Efforts to obtain competition identified two potential vendors—Morcom International Inc. and Carroll International—but only General Dynamics products met operational compatibility requirements; Morcom RTU-200 radios were incompatible with existing equipment. The contracting officer determination, signed by Lt Col Bradford L. Shields (Commander, 82 Civil Engineer Squadron) and concurred by Jessica Muller (USAF Contracting Officer, 82 CONS PKBB) and Lauren Scheidegger (Section Chief, 82 CONS PKBB), concluded that only the brand name is reasonably available in accordance with RFO 13.101(b).

BRAND NAME REQUIREMENT JUSTIFICATION TEMPLATE
(For Simplified Acquisitions < $350,000)
1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED
Sheppard AFB Fire Department must replace the current inventory of existing Ultra High Frequency (UHF) Mobile Aircraft Radios. This is due to the age of current URC-200 UHF radios and the availability of repair and replacement parts. The URC-200 transceiver ends all official factory support and repair services on December 31, 2026. Current radios are nearing expected “end of life duty cycle”. Both Fire Department Command vehicles must have two-way radio communication when responding to any type of aircraft-related emergency or non-emergency response. With the possibility that a radio equipment failure during an emergency could cause loss of life, loss of aircraft and ultimately mission failure. Therefore, it is a priority that replacement occurs. Due to the extremely hazardous nature of firefighting and rescue operations performed by Sheppard AFB Fire Department equipment such as UHF radios are a critical piece of equipment. This equipment must be able to withstand temperature extremes and rugged use in the harshest environments. The UHF frequency band is required to allow direct communication with aircraft, control tower, base ops and the 80th FTW safety officers on scene. The General Dynamics URC-300 Transceiver meets all requirements for the VHF/UHF voice radio communications with any aircraft on Sheppard AFB. It is a portable, ruggedized, software-defined dual-band ground-to-air radio providing VHF (115–150 MHz or up to 173.995 MHz) and UHF (225–399.995 MHz) communications with AM and FM modes. The URC-300 is compatible with radios used by the Sheppard AFB 80th FTW aircraft. The software-defined URC-300 Transceiver improves ground-to-air communications with an architecture that enables users to upgrade fielded radios as new technology becomes available. The URC- 300 retains a familiar user-friendly interface from the URC-200. Two each of the following to fully meet mission critical requirements of two Command vehicles (2) URC-300: URC-300 VHF/UHF Transceiver Assembly, COTS, *Power supply not included 01-P58564R002. 2. JUSTIFICATION FOR SOLICITING A BRAND NAME
The URC-300 has the following mission critical requirements for the Sheppard AFB Fire Department Command vehicles. LMR/Communications familiarity and compatibility with General Dynamics radios used USAF wide and within the Sheppard AFB Fire Department for all airfield operations.
3. EFFORTS TO OBTAIN COMPETITION
The 82d CES Fire Protection flight has been utilizing the AFNET provided computers to conduct reviews and find 2 potential products. Morcom International Inc. and Carroll International. Both provide VHF/UHF mobile radio equipment, However, only one offers products that meet the needs of the Sheppard Fire Department. The Morcom RTU-200 radios they provided quotes on are Morcom brand radios which are not compatible with existing mobile VHF/UHF aircraft radio equipment. The URC-300 VHF/UHF radio that meets the requirements of the Sheppard AFB Fire Department. None of the business models had products listed on GSA Advantage during research.
4. STEPS TO PRECLUDE FUTURE BRAND NAME AWARDS
Aircraft Mobile Radio Equipment includes various configurations to meet the needs of the customer. The spectrum of equipment varies from a basic single-band configuration to multi-band, intrinsically safe and/or ruggedized variations. All General Dynamics radio equipment meets department needs and mission requirements. All General Dynamics products in the quote meet operational requirements compatible with the existing General Dynamic Aircraft Mobile Radio Infrastructure on Sheppard AFB and applicable technical standards and policy governing Aircraft Mobile Radio. Each product further refines available options, i.e., with display, multi-band, ruggedized, IP67 (or higher), and intrinsically safe.
