About this file

This is a Statement of Work (SOW) for the procurement and installation of two UHF mobile radio systems for the Sheppard AFB Fire Emergency Services at Building 1093, located at 1024 Avenue K, Sheppard AFB, Texas 76311.

The contractor shall provide all supplies, equipment, operator manuals, and mounting hardware necessary to install and operate General Dynamics URC-300 radio systems in two fire command vehicles. The radios must meet comprehensive technical specifications including UHF/VHF AM Voice capability with ETSI EN 300 676-1 compliance for both 8.33 and 25 kHz channel spacing, cipher text mode for secure communications, and a built-in web server for maintainer configuration and monitoring via IPv4+ devices. Key performance requirements include frequency ranges from 30 MHz to 399.995 MHz, tuning increments of 25 kHz, 12.5 kHz, 5 kHz, and 8.33 kHz, and output power of 1 to 10 watts user-adjustable. The radios must be ruggedized, environmentally tested per MIL-STD-810H sections and IP65 rated, with operating temperatures from -25°C to +55°C. The BB-2590 rechargeable battery (NSN 5820-01-695-9351) is required, with AC power acceptance of 108–253 VAC and DC power of 10.7–34 VDC. All equipment shall be delivered within 180 calendar days of contract award, with exact delivery coordinated with the Government Representative. Acceptance requires government verification of equipment arrival and inventory. The contractor must submit a "Combo" document type (Invoice and Receiving Report) via the Wide Area WorkFlow (WAWF) system upon final government acceptance, with advance payments prohibited. Security and access requirements include compliance with Sheppard AFB regulations, submission of employee information for base passes, consent to background checks, and potential escort requirements based on Force Protection Conditions. The Government will provide basic utilities and emergency services; the contractor is responsible for repairing or replacing any government property damaged during execution at no additional cost.
