About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition document supporting a non-competitive procurement under FAR 12.102(a), Class Deviation 25-21.
The Department of Homeland Security's United States Coast Guard, through the C5I Service Center located in Kearneysville, West Virginia, is procuring brand-name Teledyne Integrated Network Video System (INVS) Gold Service software and related support for the Vessel Traffic Service (VTS) System. The procurement covers a 12-month base period and four 12-month option periods from July 1, 2026 through June 30, 2031. Three product line items are required: one Software Service Agreement for 1 year with bundled video and failover channels (Part# SSA-GLD-1YR-RN); Direct Software Service Support per video channel for 253 channels (Part# SSA-C-GLD-CH); and Software Service Support per failover video channel for 237 channels (Part# SSA-C-GLD-FOR). The justification cites a brand-name exception based on the INVS Gold Service's proprietary design and integration with existing FLIR Latitude software infrastructure supporting 20 servers, 43 clients, and 163 camera nodes at nine Coast Guard locations. The rationale emphasizes that FLIR Latitude is the sole provider of essential software maintenance, updates, and patches required for operational effectiveness of the VTS camera system and that non-renewal would prevent vessel traffic monitoring in heavily trafficked ports. The contracting officer used comparison of proposed prices with previous purchases and comparison to IGCE as fair and reasonable price determination methods.
