About this file

This document is the technical specification for a Laboratory Automated Particle Analyzer Laser required by the Arnold Engineering Development Complex (AEDC) of the Department of the Air Force Materiel Command Test Center. The specification details the requirements for a new fully functional particle analyzer laser, including particle count and size distribution capabilities meeting SAE AS 4059 standards. The analyzer is needed to support high-volume oil sample analysis for predictive maintenance, with the requirement for a second instrument to increase throughput and minimize downtime. The current manufacturer is Spectro Scientific, with the LaserNet 210 or equivalent model specified.

This specification is related to a federal contract opportunity for Analytical Laboratory Instrument Manufacturing, which is a Sources Sought notice to determine the availability and technical capability of businesses to provide the specified particle analyzer, along with an Energy Dispersive XRF Spectrometer, Density Meter, and Mobile Magnetizing Station. The requirement may result in a single-source acquisition, a small business set-aside, or full and open competition.

Specification for Laboratory Automated Particle Analyzer Laser at Arnold Air Force Base, TN

Arnold Engineering Development Complex (AEDC)

Provide all materials, labor, and equipment necessary to provide a new fully functional Laboratory Automated Particle Analyzer Laser. Refurbished or remanufactured parts are not authorized for this requirement.

Laboratory Automated Particle Counter is a contamination and wear debris analyzer that monitors lubricant condition for predictive maintenance. It counts particles in size distributions codes: SAE AS 4059. Oil analysis is 50-75% of the analysis accomplished in the AEDC Chem Lab. Most of the Oils sampled get a particle count. An automated system allows for high sample throughput. With more than 100 oil samples average each month having an automated system is critical.

This is a second instrument due to the number of samples requiring analyses, allowing greater throughput when sample numbers are high and increase a chemical analyst time to complete other analyses. Without this consistency, the trending of data will be skewed. A second instrument would also minimize the chance of downtime if an instrument needed repaired or became non-operational. An automated Particle Analyzer of the same manufacturer will allow for quick learning curve for the chemist, keep the instrument-to-instrument variation low, and allow for better trending data of wear use of oils and machinery across AEDC. Current manufacture is Spectro Scientific, model LaserNet 200 Series.
