About this file

This is an appendix listing additional provisions and clauses for the R11 Refueler Repair Request for Offer (RFO) dated September 16, 2026. The document does not specify products, services, response dates, award dates, or pricing terms, as it functions as a regulatory and contractual framework reference rather than a substantive solicitation document.

The appendix incorporates Federal Acquisition Regulation (FAR) clauses and Defense Federal Acquisition Regulation Supplement (DFARS) clauses applicable to this Department of Defense procurement. Key subject areas covered include representations and certifications (confidentiality agreements, DoD official compensation, whistleblower rights); system requirements (System for Award Management registration and maintenance); prohibited business practices (inverted domestic corporations, trafficking in persons, DEI discrimination, hexavalent chromium, Maduro regime operations, Xinjiang region procurements); compliance and security (covered defense telecommunications equipment, safeguarding defense information, NIST SP 800-171 assessments, cyber incident reporting); Buy American and Balance of Payments Program requirements with domestic content certifications; commercial products and services evaluation; payment mechanisms (electronic funds transfer, Wide Area Workflow system with specific routing data); subcontracting requirements; and operational restrictions (detainee interrogation prohibition, sustainable products, text messaging while driving policies). The document establishes mandatory compliance requirements and administrative procedures contractors must follow for participation in this solicitation.
