About this file
This document outlines the requirements for a Request for Quote (RFQ) for Protestant Chapel Services at Joint Expeditionary Base Little Creek. Key details include:
-
The RFQ seeks quotes from small businesses to provide Protestant chapel services at JEB Little Creek for a one-year base period and four one-year option periods. Quotes are due by September 18, 2023.
-
Quotes must be submitted in two volumes - the first addressing past performance and the second addressing price. Past performance is significantly more important than price in the evaluation. The contract will be a firm-fixed price awarded to the quote deemed most advantageous based on past performance and price evaluations.
-
For past performance, quotes should describe up to two previous relevant contracts from the past five years demonstrating at least six months of completed performance. References will be contacted to complete past performance surveys due with quotes.
-
For price, quotes should fully describe labor categories, rates, and pricing for the entire period of performance. Price reasonableness will be evaluated based on comparisons to other quotes and the independent government estimate.

52.212-1 ADDENDUM: INSTRUCTIONS FOR SUBMISSIONS OF QUOTERS
Quoters are required to submit their quotes in two (2) separate volumes as follows:
Volume I: Factor I – Past Performance
Volume II: Factor II - Price Quote
Factor I: Past Performance
The quoter shall provide information on no more than two (2) previous contracts whose effort was relevant to the effort required by this solicitation; the contracts provided shall demonstrate at least six (6) months of completed performance and have been performed within the last five (5) years from the solicitation issuance date of this Request for Quote (RFQ). Evaluation will focus only on work experience already performed. Yet-to-be performed work and experience prior to the last five (5) years will not be considered. The Quoter shall provide relevant past performance or affirmatively state that it possesses no relevant past performance as defined in the FAR 52.212-2 addendum. The Quoter shall complete a “Past Performance Information Form” for each referenced contract submitted. The form is an attachment to the RFQ. The following minimum information shall be provided within the contractor submitted references:
Name of Quoter Contract Number/Task Order Number Contract Type Annual Contract/Task Order Cost Description of Work - Quoters should provide a detailed explanation demonstrating the similarity of the contracts in terms of scope and magnitude to the requirements of the RFQ for purposes of relevancy.
Quoters are to identify the PWS section 4 and its subsections in which the referenced work relates to and explain how the work relates to said task(s).
Valid Name, Phone Number, Location, and E-mail Address of Contracting Officer and Contracting
Officer's Representative/Task Order Manager Period of Performance Number of Personnel (FTE) performing per year (average)
In addition to the information requested above, quoters shall contact their past performance references and request that each reference complete the “Past Performance Report Form” attached to the solicitation and e-mail the completed survey form directly to Amber Bradley at amber.v.bradley.civ@us.navy.mil by the DUE DATE OF THIS SOLICITATION. The Government reserves the right to consider past performance report forms received after the due date of the solicitation and to contact references for verification or additional information.
For purposes of this solicitation, a contract is defined as a single contract or a single task order placed under an ID/IQ contract, a Blanket Purchase Agreement (BPA), or a Federal Supply Schedule. Quoters shall not submit the IDIQ contract, FSS contract, or BPA itself as a reference. Quoters may submit a combination of no more than two
(2) delivery orders (DOs), task orders (TOs), technical direction letters (TDLs), and/or technical area tasks (TATs) placed under an ID/IQ or BPA as one of the two examples of past performance. Such a combination must also meet the requirements stated above: each individual example in the combination must have been performed within five
(5) years of the solicitation issuance date and demonstrate at least six (6) months of completed performance by the issuance date of the solicitation. If a combination of DOs, TOs, TDLs and or TATs are used as a past performance example, the Quoter shall state the specific experience claimed, period of performance, and dollar value of each. A Past Performance example that does not provide the level of detail required may not be evaluated. No more than one combination of DOs, TOs, TDLs and or TATs is permitted in the past performance submittal.
If a subcontractor’s past performance is provided as part of the two (2) of its most relevant contracts or efforts, the percentage and type of work to be done by the subcontractor on the solicitation requirement must be stated. The Quoter’s submittal shall also detail clearly the aspects of the work in the solicitation that the subcontractor is to perform. A Past Performance example which does not detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform may not be evaluated.
If the prime Quoter or intended subcontractor/partner submits a past performance example in which it served as a subcontractor, the prime/sub/partner shall detail clearly the work that it performed and the magnitude (dollar value) of that subcontracted work only. A Past Performance example that does not differentiate between the overall contract effort and the subcontractor effort may not be evaluated.
The past performance of subcontractors who will be performing major or critical aspects of the solicitation will be considered as highly as a prime contractor’s past performance.
Failure of Quoters to provide the required information and level of specificity may result in the contract reference not being evaluated.
[With respect to joint ventures, the procuring activity will consider work done individually by each member of the joint venture as well as any work done by the joint venture itself previously. Joint venture references must meet the temporal requirements described herein (within five years and a year of completed performance). Additionally, if a joint venture member submits a past performance reference, the joint venture member shall detail clearly the work that it performed in that effort and the magnitude (dollar value) of that work. A reference that does not differentiate between the overall contract effort and the joint venture member’s effort for that reference may not be evaluated.
The past performance of a joint venture member who will be performing major or critical aspects of the solicitation will be considered as highly as the joint venture’s past performance.]
Factor II: Price
This volume shall include completed solicitation documents and additional supporting documentation described below:
- Pricing information shall be submitted for the entire period of performance
- Unless completed in System for Award Management (SAM), “Representations, Certifications and Other
Statements of Quoters” certification completed by the Quoter.
- All supplemental information to support the quoted price including labor mix and level of effort (LOE) by labor category, and fully burdened per hour labor rates, to include subcontractor’s supplemental pricing information in the same format, etc. (ie: MS excel).
- A completed and signed page 1 of the most current version of the solicitation.
- A company point of contact, including phone number and email.
The completion and submission of the above items will constitute a Quote and will indicate the Quoter’s unconditional assent to the terms and conditions of this RFQ and any attachments and/or exhibits hereto. All price and price supporting information shall be contained in the price quote. No price or pricing information shall be included in any other volume including cover letters. Quoters are responsible for submitting sufficient information to enable the Government to fully evaluate their price quote.
The quote shall be valid for 30 days from solicitation closing date.
IMPORTANT NOTES:
(1) In order to be eligible for award, the Quoter shall be a Small Business under NAICS 813110. The Quoter shall submit documentation substantiating this qualification as a matter of responsibility. Any Qutoer determined to be not qualified will be ineligible for award.
(2) Quoters shall respond to all requirements of the solicitation document. Quoters are cautioned not to alter the solicitation. Hand-carried quoters are not authorized and will not be accepted. Each page of each copy shall be affixed with the following legend:
Source Selection Information

(3) In the event any person who is not a bona fide employee of the Quoter participated in the creation, formulation, or writing of any portion of the quoter, a certificate to this effect shall be included in the quote which shall be signed by an officer of the quoter. Such certificates shall identify the name of the person who is not a bona fide employee, that person’s employment capacity, the name of the person’s firm, the relationship of that firm to the Quoter, and the portion of the quote in which the person participated.
(4) In order to ensure that all questions submitted by potential Quoters are answered prior to the solicitation closing date, questions concerning the solicitation should be submitted via email to amber.v.bradley.civ@us.navy.mil NO LATER THAN Monday September 18, 2023 by 1100 AM (EDT). The Government reserves the right not to respond to any questions received concerning this solicitation after the questions receipt date above. Accordingly, Quoters are encouraged to carefully review all solicitation requirements and submit questions to the Government as early as possible.

(6) Quoters are strongly encouraged to confirm their quote was received PRIOR to the closing date and time. It is the responsibility of the Quoters to ensure that the Contracting Office has received their entire quote, with all attachments, PRIOR to the solicitation closing date and time. Only the documents received prior to the solicitation closing date and time will be evaluated.
REQUIREMENTS FOR FORMAT OF QUOTE CONTENT
(1) Introduction and Purpose: This section specifies the format the Quoter shall use in this RFQ. The intent is not to restrict the Quoters in the manner in which they will perform their work but rather to ensure a certain degree of uniformity in the format of the responses for evaluation purposes.
It is incumbent upon the Contractor to ensure that all submitted documentation is clear and legible.

(End of FAR provision 52.212-1 Addendum)
FAR 52.212-2 ADDENDUM: EVALUATION
The Government intends to award a Firm Fixed Price (FFP) contract as a result of this solicitation in accordance with FAR Part 13. Award will be made to the quoter whose quote is most advantageous to the Government under the selection criteria set forth in this solicitation. The Government intends to evaluate quotes and award based on initial quotes. Therefore, the quoter's initial quote should contain the quoter’s best terms from a past performance and price standpoint. The Government reserves the right to award a Firm Fixed Price contract to other than the lowest priced Quoter; award a firm fixed priced contract without exchanges; or award a firm fixed priced contract after exchanges, whichever is in the best interest of the Government.
The Government intends to award a contract to the responsible quoter whose quote represents the best value after the evaluation in accordance with the factors in the solicitation. Past Performance is considered significantly more important than Price.
The evaluation of quotes will be conducted as follows: Quotes will be ranked by price from lowest to highest.
The Government will evaluate the lowest priced quote first. If the lowest priced quote is evaluated to have an overall Past Performance Confidence Assessment rating of “Substantial Confidence”, that Quote represents the best value for the Government and the evaluation process stops. Award shall be made to that Quoter without further consideration of any other Quotes. However, if the lowest priced Quote is not evaluated to have an overall Past Performance Confidence Assessment rating of “Substantial Confidence”, the next-lowest priced quote will be evaluated. The evaluation process will continue (in order of price from lowest to highest) until a quote is evaluated to have a ‘Substantial Confidence” Past Performance Confidence Assessment rating. At that time, the Source Selection Authority will evaluate the Quoter that received a "Substantial Confidence" past performance rating's price for price reasonableness. If that Quoters pricing is found fair and reasonable, award shall be made to that Quoter without further consideration of any other Quoters. If the Source Selection Authority determines the price of that Quoter not to be fair and reasonable, the Source Selection Authority shall make an integrated assessment best value award decision among all lower priced awardable Quoters. If no quotes are rated with a “Substantial Confidence” Past Performance Confidence Assessment rating, the Contracting Officer shall make an integrated assessment best-value award decision among the awardable quoters.
Although price is the not the most important evaluation factor, it has the potential to become more significant during the evaluation process. The degree of importance of price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based. The importance of price will also increase when a quote's price is so significantly high as to diminish the value to the Government that might be gained under the other aspects of the quoter. If, at any stage of the evaluation, all quoters are determined to have submitted equal, or virtually equal, non-price quotes, price could become the factor in determining which quoters shall receive the award.
All quotes will be reviewed for timeliness. If the quote is received after the closing date and does not meet the criteria for “late submissions” in the solicitation, the quote will not be opened. Timely quotes will be reviewed for compliance to the solicitation. If the quote is not compliant to the solicitation, it will not be evaluated and the Quoter will be notified that the quote is non-responsive.
Evaluation of Factor I: Past Performance
The past performance evaluation factor assesses the degree of confidence the Government has in a quoter’s ability to meet the contract’s requirements based on the quality of a demonstrated record of recent and relevant performance.
There are three aspects to the past performance evaluation: recency, relevancy, and quality. These are combined to establish a single performance confidence assessment rating for each quoter.
Past Performance Recency: Recency is the first aspect of the past performance evaluation and is the time period during which past performance references are considered relevant. Recency is critical to establishing the relevancy of past performance information. For purposes of this solicitation, recent past performance is performance that has taken place within the requirements stated in the FAR 52.212-1 Addendum. Performance outside of this stated period will not be considered for evaluation purposes.
Past Performance Relevancy: Regarding relevancy, each past performance reference under the quoter’s Past Performance submission will be evaluated to determine its individual scope and magnitude relative to the instant requirement. The following definitions apply to this evaluation:
Scope: Experience in the areas described in the PWS section 4 and its subsections.
Magnitude: The similarity of the dollar value of actually performed work that exists between the PWS and the Quoter’s referenced contracts during the stated five-year period established by the solicitation.
The references provided will be evaluated in the aggregate in order to allow Quoters who may not have the entire scope and magnitude of the requirement, under one individual contract, to still be considered relevant if past performance with the full scope and magnitude of the requirement can be demonstrated within the allotted number of references as described above.
The relevancy rating assigned from the below Past Performance Relevancy Ratings Table will be considered in determining the weight to be given to that reference in the overall Past Performance Confidence Assessment. In determining the rating for the past performance factor, past performance of greater relevancy will have more influence on the past performance confidence assessment than past performance of lesser relevance.
Past Performance Relevancy Ratings Table
Adjectival Rating Description
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort this solicitation requires.
Past Performance Quality: The third aspect of the past performance evaluation is to establish the overall quality of the quoter’s past performance. The Government will review all past performance information collected and determine the quality of the quoter’s performance, including general trends and usefulness of the information, and will incorporate this into the performance confidence assessment. The quality of performance under a past performance reference that that has no relevance to the instant requirement will not be considered in the overall assessment of past performance confidence.
In order to determine the quality of performance, the Government may utilize existing data sources including the Contractor Performance Assessment Reporting System (CPARS), the System of Award Management (SAM), Supplier Performance Risk System (SPRS), the Electronic Subcontract Reporting System (eSRS), or other databases; communication with points of contact in the quoter’s customer’s organization, which could include private sector requirements and contracts personnel, Administrative Contracting Officers, Defense Contract Management Agency (DCMA) personnel, Procuring Contracting Officers, Contracting Officer’s Representatives, and other Government activity requirements personnel. The Government may verify past performance information.
The Government may contact some or all of the references provided, as appropriate, and may collect information through questionnaires, telephone interviews, and existing data sources. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including sources outside of the Government. This information will be used for the evaluation of past performance.
Past Performance Confidence Assessment: The overall assigned rating for past performance will be the Past Performance Confidence Assessment rating, defined in the table below. The assignment of this rating will be based on the overall quality of the recent and relevant past performance and will also consider the source of the information, the context of the data, and general trends in the quoter’s performance. Evaluation will focus only on work already performed. Work yet-to-be performed and work not reflecting six (6) months of completed performance by the solicitation issuance date will not be considered.
In the case of quoters for which there is no information on past contract performance or where past contract performance information is not available, the quoter may not be evaluated favorably or unfavorably on the past performance factor. In this case, the quoter’s past performance is unknown and assigned a performance confidence rating of “Neutral Confidence.” Although a quoter that lacks recent, relevant past performance may not be rated favorably or unfavorably with regard to past performance, the Government may determine that a “Substantial Confidence” or “Satisfactory Confidence” past performance rating provides better value to the Government than a “Neutral Confidence” past performance rating.
The past performance factor evaluation and past performance confidence assessment rating is separate and distinct from the contracting officer’s responsibility determination. The assessment of the quoter’s past performance will be used as a means of evaluating the relative capability of the quoter and other competitors to successfully meet the requirements of the solicitation.
Past Performance Confidence Assessment Ratings Table
Adjectival Rating Description
Substantial Confidence Based on the quoter’s recent/relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort.
Satisfactory Confidence Based on the quoter’s recent/relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available or the quoter’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The quoter may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the quoter’s recent/relevant performance record, the Government has a low expectation that the quoter will successfully perform the required effort.
No Confidence Based on the quoter’s recent/relevant performance record, the Government has no expectation that the quoter will be able to successfully perform the required effort.
Factor II: Price
Price is evaluated in accordance with FAR Part 13. For the purpose of preparing a price quote, the contractor shall price according to the period of performance established in the solicitation. The Government will evaluate the price quote for the entire period of performance. The Quoter’s price will be evaluated on the basis of price reasonableness.
The evaluation may include, but is not limited to:
a. Price comparison with other Quoters’s
b. Comparison with Independent Government Estimate (IGE)
Quoters responding to this solicitation are advised that, prior to award, the government may request Quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.
