Questions from Industry

24Q0158 Chemical Disposal

1. I see the specific training documents are stipulated but what other technical information would you require for this RFQ? Training documentation being requested: EPA RCRA hazardous waste management training, DOT Hazmat shipping certification and OSHA 40-hour HAZWOPER training for those employees that will be packaging and hauling.

“Experience in the field of hazardous waste management” can be demonstrated by years of satisfactory performance, or other documentation of successful work with “research laboratory” type waste disposals. Specifics (names and locations) for the TSDF to be used would be helpful in providing background for the contractor’s experience.

2. There are multiple room numbers provided for on the inventory spreadsheet and a map

PDF was provided. Are these items found in one general location (such as Building 1 South

Wing) or are they spread throughout the campus? Are they spread out over multiple floors of the building? If so, are there elevators present between the floors? Would we need to provide our own carts to move items to a central pack area or would the USDA provide? As a rule, about a month prior to the contractor’s pickup date, all chemicals will be relocated by the government into two locations. An empty room on the 1st floor south wing will be used for the majority of the chemicals collected. Our normal central accumulation point

(basement floor center wing) will be used for centralizing flammable liquids. All rooms will have - space for workers to sort and package items, chemical fume hoods or other ventilation and safety equipment (showers, eyewashes and fire extinguishers). Carts and elevators will also be available for use. Our loading dock is currently not functional, so the contractors’ trucks will need their own lifts.

3. Will the items for disposal in each of the rooms be clearly separated from other chemicals to be kept? As stated in question 2, items will be sorted and pulled from their existing location (room) indicated on the inventory in Appendix II to a few centralized locations within the main building. The government will make an effort to sort by DOT code when applicable.

4. A central storage location is referenced for shipment, will contractor need to move chemicals from where they are presently located to the central storage location for packaging? No, see answer for question 2.

5. Will there be any DEA controlled substances found on the list? No.

6. Who is the incumbent contractee for this solicitation? USDA ARS NCAUR currently has no incumbent contract for hazardous waste disposals.

7. What was the previous bid amount that won the contract? This is a one-time service requested that is unique. No previous bids have been solicited for this particular request.

8. Is past performance factored into the award consideration? Past performance is a factor as it considered as part of “Experience in the field of hazardous waste management”.

9. Are these 2 x 50Liters or 50 x 1Liter? This is not in fact 50 L of material. Picture is below of a 100 ml container on the countertop. The dry contents are enough to make a 50 L solution when properly diluted. We have two containers of dry powder with ~ 50g of material in each.

MURASHIGE AND SKOOG

BASAL MEDIUM (MS) 106950 50 L Unknown 6/26/2003 3322

10. Is this 1 x 16Liters or 16 x 1 Liter? This is a 5 gallon bucket that is mostly filled, so –

1x16L.

ISOBUTYL ALCOHOL, 99+%, FCC (5 GAL?) 16 L 3237

11. Is this a bulk 1 x 30Liter container? This is 5 containers of 1kg, plus 2 containers of 30 L

(volume) dry powder. So: 5kg in separate bottles and 60 L (~24 kg) in two small barrels.

CARBON BLACK 5+2 1 kg + 30 L 1323
