A hazmat employee shall receive the training required by this subpart at least once every three years. (provided proof required)
4.0 Technical Tasks. Service tasks include, but are not limited to:
4.1 Inventory and Assessment. While the list of chemicals (APPENDEX II) being supplied for disposal is considered accurate, due to the number of containers, and the overall age of the inventory some containers may have been utilized (thus removed from the inventory), while others may be found in the process of collecting and aggregating (thus requiring addition to the inventory for pickup). As much as possible, any changes to the listed inventory will be resolved between the contractor and government in advance of onsite work.
4.1.1 Exceptions to this will require consent of both parties.
4.1.2 NCAUR has assigned some RCRA and DOT hazard classifications and will strive to complete this prior to onsite service. These classifications may change based on Contractor and TSDF input.
4.1.3 NCAUR Temporary Waste Storage Areas
4.1.4 All chemical containers collected shall be moved to the appropriate NCAUR marshalling facility. The Contractor shall segregate this chemical waste within the chemical handling area of the facility. This facility is considered a Small
Quantity Generator.
Please Note: The Government will not be liable to the Contractor for the cleanup of spills, accidental releases to the environment occasioned through the fault of the Contractor or their sub-contractors.
4.2 Waste Pickup Procedures. The Contractor shall pickup waste from the NCAUR marshalling areas. This event shall take place once within a 60 day window of time from initiation. The Contractor's personnel shall wear appropriate protective clothing and equipment.
4.3 Shipping and Recordkeeping of Packed Materials. The Contractor shall sort chemical materials and waste by its identified hazardous properties, pack the chemicals, label by hazard category, and transport the waste materials to a treatment, storage and disposal facility approved by the receiving State and EPA, in DOT-approved shipping vehicles in accordance with applicable Federal and State regulations for such shipments. Each container for shipment shall be labeled clearly and properly marked as “episodic hazardous waste”. The container contents sheet shall reflect the appropriate pickup number of the applicable materials.
4.4 Manifest Preparation and Shipping Data, The Contractor shall provide all data required for completion of annual hazardous waste generator reports as required by the U.S. EPA Region 5. The contractor should refer to biennial reporting requirements identified under the Resource Conservation and Recovery Act for further clarification. Uniform Hazardous Waste Manifests shall be properly completed by the Contractor for each waste shipment and shall list each transportation container including any non-hazardous waste or hazardous substances shipped. The contractor should refer to the Uniform Hazardous Waste Manifesting guidelines provided under the Resource Conservation and Recovery Act for proper manifest for further clarification.
4.4.1 All manifest information shall be neatly printed or typed and contain information required by applicable Federal, State, and local hazardous chemical waste regulations. All waste manifests (i.e., hazardous, and non-hazardous) shall be submitted to the COR or designated representative for review and signatures during routine operating hours and prior to the shipment of waste off-site. The manifest shall be signed by the Contractor's transporter in the presence of the COR or designated representative. The COR or designated representative shall sign the manifest as the generator.
4.4.2 The COR shall receive all final manifest directly from the approved Facility.
4.4.3 The Contractor is responsible for any errors associated with packaging, marking, labeling, segregation, and the actual shipment of all waste off-site.
4.4.4 The Contractor shall remain fully responsible for the correction of errors in packing, labeling, or shipping. Additionally, the costs associated with identified errors are the sole responsibility of the Contractor.
4.4.5 Episodic Generation NCUAR is regulated by the Illinois EPA as a RCRA
Small Quantity Generator (SQG). NCAUR is planning a building wide clean out of unneeded or expired laboratory chemicals. The quantities of chemicals that need to be disposed of will take place as a planned episodic generation per IL EPA statutes. This will require the need to file (30 days prior to the event) with State of Illinois EPA and a start to finish completion date of 60 days. A high level of coordination with the government will need to take place while collecting and aggregating the various chemicals to be disposed.
4.5 Unknown Chemicals. Chemicals that are not completely described by name, CAS No and concentration may require appropriate field analysis or, if appropriate, laboratory analysis to identify the waste required by the TSDF and applicable Federal, State, and local regulations. The Contractor shall perform this analysis prior to removing the undefined waste to identify potential hazards present in chemical. Upon identification hazards present in the waste the Contractor shall dispose of the waste as appropriate.
4.6 Hazardous Chemical Wastes. All collected chemicals that are regulated as RCRA hazardous waste, DOT hazardous materials or controlled hazardous substances in
Illinois, that are to be shipped off-site for storage, treatment, recycling, or disposal shall be placed into transportation containers according to their hazard class.
4.6.1 All collected chemicals shall be placed into transportation containers according to their hazard class.
4.6.2 Compatible wastes received in small containers (i.e., bottles and cans) can be emptied and/or consolidated into larger containers if practical and allowed by
EPA, DOT and TSDF regulations.
4.6.3 Transportation containers shall be properly marked as “episodic hazardous waste” and labeled to indicate each container's contents. Wastes shall be packed within containers to the maximum density that is allowed by Federal, state, or local regulations and consistent with safe practice.
4.7 Explosive or Unstable Chemicals. Some chemicals are potentially explosive or unstable at pickup location. The Contractor shall determine if the chemical presents an imminent hazard (e.g., the chemical may spontaneously explode, undergo violent reaction or cause an uncontrolled release of hazardous constituents when moved or otherwise handled). If an imminent hazard appears to exist, the Contractor shall immediately call the NCAUR Safety and Health Officer, 309-681-6485 who shall evaluate the situation and, if necessary, request assistance from appropriate
Emergency Response Personnel. The Contractor shall assume a secondary role in the management of such hazardous materials.
4.7.1 To the best of the Governments knowledge, explosive and reactive chemicals present in the list of containers for removal and disposal are presented in Potentially High Hazard tab. Examples of explosive or unstable chemicals include but are not limited to peroxide-forming and friction or heat sensitive chemicals. In some instances, onsite treatment, dilution, or inhibition may be required. The contractor shall provide the necessary documentation to allow temporary TSDF status to accomplish this under state and federal laws.
4.7.2 Wastes that are potentially explosive or may react violently, but are not considered by the Contractor to pose an imminent hazard, shall be packed and manifested for transport and disposal if allowed by DOT. Onsite disposal by detonation or other means should be a last resort.
4.7.3 NCAUR chemists may be able to provide additional information and support about specific containers to the contractor prior to the onsite pickup.
Including pictures, peroxide testing and addition of inhibitors
