About this file
This is a Performance Work Statement (PWS) for roadside vegetation removal work on designated federal roads. The contractor must perform brushing and mowing operations to cut and masticate grass, brush, and small trees (3 inches diameter or less) to a height no greater than 6 inches, within specified clearing widths measured horizontally from the road shoulder edge. Two bid items are offered: a 4-foot clearing width and an 8-foot clearing width. Work must be completed between July 6 and August 31, with permission from the Contracting Officer's Representative (COR) required for work outside this timeframe.
Equipment specifications require machinery capable of reaching at least 12 feet from the road edge and cutting brush up to 3 inches in diameter. The contractor is responsible for providing and maintaining equipment; past experience indicates that boom-mounted rotary cutters on tractors or track-mounted skid steers with brush cutters perform effectively, while flail mowers typically do not meet specifications. The contractor must remove and scatter all debris from roadways, avoid depositing material in streams or drainage ways, comply with all Federal and State safety requirements, and provide traffic warning signs meeting Manual of Uniform Traffic Control Devices standards. The contractor bears responsibility for any damage to roads, shoulders, or slopes caused by rutting or improper equipment operation. Payment is based on miles and fractions thereof measured along the road centerline, regardless of the amount of work required. Individual task orders will be issued against a parent contract specifying work locations, with the contractor bearing all transportation costs for equipment and operators between work areas.

230 - Roadside Vegetation Removal
Description
230.01 This work consists of the brushing and/or mowing of designated roads and removing limbs, residual slash, roadside brush, and small trees between, or obtruding into the designated brushing limits.
Brushing/mowing areas include turnouts.
Construction Requirements
230.02 Brushing/Mowing.
General Requirements:
Cut and masticate all grass, brush and small trees (3 inches diameter, or less, at the point of cut) inside the brushing limits and outside the roadbed no higher than 6 inches. If rocks or other obstructions are encountered, cut no higher than 6 inches above the obstruction. If trees larger than 3” prevent reaching out to full width as specified cutting shall be as close as practicable to the obstructing trees. However, when there are openings between the larger trees brushing to full specified width shall be achieved.
Any signs, guard rails or bridges encountered within the brushing limits must be cleared around. This will include hand work. The width of clearing is measured from edge of road shoulder horizontally for the specified distance.
When encountering slopes the deck should be tilted so that it is parallel with the ground. Where ditches and slopes occur along roads multiple passes are likely need to conform to slopes and cut all brush within 6". It is not acceptable to angle mower and cut 2' fill slope and another 2' backslope with 2 passes where an 8' brushing is specified."
When noted on the schedule any vegetation on the road surface itself needs to be cut as well and is in addition to the clearing width. These requirements pertain to all bid items.
Bid items are as follows:
A. Four foot width: Cut and masticate all grass, brush and small trees within four feet from edge of road per general requirements above.
B. Eight foot width: Cut and masticate all grass, brush and small trees within eight feet from edge of road per general requirements above.
230.03 Technical Requirements. Equipment used shall meet or exceed the following minimum specifications to perform the work:
Equipment
Contractor is responsible for providing/maintaining the proper equipment to safely complete the job to the above specifications. Equipment should be able to reach out to atleast 12 feet and cut brush up to 3inches in diameter. Steep slopes with wet conditions often appear along roads. In most cases equipment will need to be operated from the road surface with a boom or other device capable of reaching up to 12’ from edge of road. Rutting or damaging of slopes or wet areas are not allowed and the contractor will be responsible for repair of damaged roads, shoulders, slopes etc.
Past experience has shown that a tractor with boom mounted rotary type cutter works well. Flail type mowers have not usually been able to meet spec. Where slopes allow a skid steer (with tracks) with a brush cutter have also worked well.
230.04 Road Junctions. Do not deposit brushing debris on the roadway of adjoining roads.
230.05 Debris. The Contractor shall remove and scatter all debris from the roadway. Do not deposit any material in streams, streambeds, culvert inlets or outlets, or drainage ways.
230.06 Time Frame
All work will occur between July 6 and August 31. Work may be able to be performed, on some roads, outside of that window only with permission of the COR.
230.07 Safety
The machine operator and helper will comply with all Federal and State safety requirements. Contractor shall protect the public against flying debris including closing sections of road if necessary with the approval of the COR. The contractor shall be responsible for supply, placement and maintenance of all traffic warning signs meeting the requirements of the Manual of Uniform Traffic Control Devices (MUTCD). These signs shall be visible to all traffic approaching the active work area. They shall be moved as work progresses so that at all times there is an adequate warning of the machinery ahead.
Incompetent or unsafe operation of equipment or performance procedures will be sufficient cause for the COR to require changes in personnel or procedures.
Measurement
230.08 Linear measurements will be horizontal along the road centerline regardless of the amount of work required. Measure the Section 230 items listed in the bid schedule according to Subsection 109.02.
Payment
230.09 The accepted quantities will be paid for at the contract unit price for the Section 230 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05. Individual task orders will be placed against the “parent” contract for specific project work as needed. Additional orders may be placed depending on funding. Individual task orders will describe the location of work. The Contractor shall, without additional expense to the Government, transport his equipment and operator to, from and between all work areas.
Road descriptions, locations, and mileages will be as included in the call order. Maps will be provided at the pre-work meeting as needed. Quantities will be the number of miles and fractions thereof along the road centerline, regardless of the amount of work required.
