About this file

This document is a Questions and Answers (Q&A) file for a Forest Service roadside vegetation removal contract.

The solicitation involves cutting and masticating grass, brush, and small trees along approximately 62.62 centerline miles of forest roads, encompassing both sides of each road. The work scope includes 29.46 miles at a 4-foot cutting width and 33.16 miles at an 8-foot cutting width, with clearing extending four feet from the edge of the driving surface and including ditch areas. Work is planned for July 6, 2027 through August 31, 2027, though the contract will remain active for 12 months from award, allowing early performance if weather and road conditions permit. The quote submission deadline is September 6, 2026 at 11:00 PM Eastern, with questions due August 23, 2026. Equipment must be identified by brand name, make, and model number with specifications demonstrating a 12-foot reach and 3-inch cutting capacity. All cut material must remain on Forest Service lands and cannot be removed or sold, though separate purchasing processes exist for merchantable material if encountered. Prime contractors may subcontract the field work to qualified subcontractors without a minimum self-performance requirement, provided all information is submitted with the quote. Historical pricing records are unavailable. No maps, GIS data, or site photographs are currently available; offerors must use publicly available maps cross-referenced with the supplied road list. Site visits are not planned but may be available upon request. Two reference photographs of current vegetation conditions are provided as examples only.

Q1) Can I get maps of what roads will be needed work?

A1) Unfortunately no maps are available currently. You would have to use publicly available maps and cross reference with the supplied list of roads. The forest service did make an effort to group roads together as to limit the need to transport equipment.

Q2) Which roads are 4' and which are 8'?

A2) “Attachment 2” from the solicitation that states road numbers, Widths, etc

Q3) Please, clarify if the entire ditch plus 4' or 8' from that?

A3) Per “Attachment 1” “Cut and masticate all grass, brush and small trees within four feet from edge of road” the measurements would be from the edge of the driving surface, ditches are a part of the area needing to be cleared.

Q4) Could you please confirm the actual required timeframe in which the 62.62 miles of roadside vegetation removal must be performed and completed?

A4) Plan for all work to be done July 6, 2027 to Aug. 31, 2027. This is because of weather and road conditions. The contract will be active for an entire 12 month period from award, so if the conditions are good and the vendor wants to do the work outside of the window the COR can approve it to be done early.

Q5) The instructions to offerors at 52.212-1 state that offers are to be delivered by 30 August 2026, 11:00 PM Eastern. Block 8 of the SF1449 states 6 September 2026, 11:00 PM Eastern. Which date governs?

A5) Questions due 8.23, Quotes being due 8.30 was planned, however, we will go until Sept. 6, 2026

Q6) The evaluation criteria require the quoted product to be identified by brand name, make and model number, with descriptive literature demonstrating it meets the salient characteristics. Should this be read as referring to the mowing equipment proposed — documentation showing the 12-foot reach and 3-inch cutting capacity at Attachment 1, Technical Requirements?

A6) Yes, mowing or other equipment proposed.

Q7) The specification states that maps will be provided at the pre-work meeting. Can the Government make road maps, GIS data, or site photographs available to offerors prior to the quote due date, and is a site visit available upon request?

A7) Unfortunately no maps are available currently. You would have to use publicly available maps and cross reference with the supplied list of roads. The forest service did make an effort to group roads together as to limit the need to transport equipment. Site visits are not planned but could be available upon request.

Q8) The specification requires that all debris be removed and scattered from the roadway. May the contractor retain or sell any of the cut material, such as merchantable wood or firewood, or must all material remain on site?

A8) No, material may not be removed from FS lands. It is not anticipated that merchantable material will be cut. If the contractor were to encounter merchantable material there is a process separate from this contract where the contractor could purchase material. This likely would require processes that would take time to complete and likely not worth while.

Q9) May the prime contractor subcontract the field vegetation-removal work to a qualified roadside-brushing/landscaping subcontractor while the prime remains responsible for contract administration, quality control, compliance, invoicing, and overall contract performance?

A9) Yes

Q10) Is there a minimum percentage of the physical field work that the prime contractor is required to self-perform under this solicitation?

A10) No

Q11) If subcontracting is permitted, may the prime contractor rely on the proposed subcontractor’s relevant experience and equipment capabilities when demonstrating its ability to perform the requirement?

A11) All information must be submitted with the quote.

Q12) Are historical award or pricing records for this requirement available to prospective offerors?

A12) No, prior awards are unknown.

Q13) Can you confirm that the quantities contained in the Schedule of Items—29.46 miles at the 4-foot cutting width and 33.16 miles at the 8-foot cutting width—represent the complete estimated workload for pricing purposes?

A13) Yes

Q14) I also want to make sure that when the bid is per mile is it centerline miles so both sides of the road for the 60ish miles? Or is it one side for 60 miles?

A14) Centerline. Both sides of the road are included in each mile.

Q15) Do you also have a couple pictures of roughly the current vegetation condition?

A15) Two pictures are below. Vendors interested in submitting quotes should not rely on the photos alone for conditions. They are given as example of roughly the current vegetation condition.
