About this file

This is a Performance Work Statement (Specifications document) for East Zone Roadside Vegetation Removal services on the Gunflint and Tofte Ranger Districts of the Superior National Forest in Cook/Lake County, Minnesota.

The work consists of brushing, mowing, and removing vegetation including limbs, slash, brush, and small trees from designated roadsides. Two bid items are offered: Item A specifies a four-foot clearing width from the road edge, and Item B specifies an eight-foot clearing width. All vegetation must be cut and masticated to no higher than 6 inches, with exceptions only for rocks or obstructions. Trees larger than 3 inches in diameter are excluded from cutting. The contractor must clear around signs, guardrails, and bridges using hand work where necessary, and must tilt mower decks to remain parallel with ground slopes. All brushing debris must be removed and scattered from roadsides; no material may be deposited in streams, streambeds, culverts, or drainage ways. Debris must not be deposited on adjoining roadways at road junctions.

Technical requirements mandate equipment capable of reaching at least 12 feet and cutting brush up to 3 inches in diameter. A tractor with boom-mounted rotary cutter is recommended; flail mowers are noted as typically inadequate. The contractor is responsible for all equipment maintenance and repair of any damage to roads, shoulders, or slopes. All work must occur between July 6 and August 31, with prior COR approval required for work outside this window. The contractor must supply and maintain traffic warning signs meeting MUTCD standards, provide operator and helper safety compliance, and protect the public from flying debris. Payment is based on linear miles measured horizontally along the road centerline at contract unit prices, with quantities determined regardless of actual work volume. Transportation of equipment and operators between work areas is the contractor's responsibility at no additional cost to the government.

PART 2 - Specifications

East Zone Roadside Vegetation Removal

Gunflint and Tofte Ranger Districts

Superior National Forest

Cook/Lake County

Description This work consists of the brushing and/or mowing of designated roads and removing limbs, residual slash, roadside brush, and small trees between, or obtruding into the designated brushing limits. Brushing/mowing areas include turnouts.

Requirements

General Requirements:

Cut and masticate all grass, brush and small trees (3 inches diameter, or less, at the point of cut) inside the brushing limits and outside the roadbed no higher than 6 inches. If rocks or other obstructions are encountered, cut no higher than 6 inches above the obstruction.

If trees larger than 3” prevent reaching out to full width as specified cutting shall be as close as practicable to the obstructing trees. However, when there are openings between the larger trees brushing to full specified width shall be achieved.

Any signs, guard rails or bridges encountered within the brushing limits must be cleared around. This will include hand work. The width of clearing is measured from edge of road shoulder horizontally for the specified distance.

When encountering slopes the deck should be tilted so that it is parallel with the ground.

Where ditches and slopes occur along roads multiple passes are likely needed to conform to slopes and cut all brush within 6". It is not acceptable to angle mower and cut 2' fill slope and another 2' backslope with 2 passes where an 8' brushing is specified."

When noted on the schedule any vegetation on the road surface itself needs to be cut as well and is in addition to the clearing width. These requirements pertain to all bid items.

Bid items are as follows:

A. Four-foot width: Cut and masticate all grass, brush and small trees within four feet from edge of road per general requirements above.

B. Eight-foot width: Cut and masticate all grass, brush and small trees within eight feet from edge of road per general requirements above.

Technical Requirements:

Equipment used shall meet or exceed the following minimum specifications to perform the work:

Contractor is responsible for providing/maintaining the proper equipment to safely complete the job to the above specifications. Equipment should be able to reach out to at least 12 feet and cut brush up to 3inches in diameter. Steep slopes with wet conditions often appear along roads. In most cases equipment will need to be operated from the road surface with a boom or other device capable of reaching up to 12’ from edge of road. Rutting or damaging slopes or wet areas are not allowed, and the contractor will be responsible for repair of damaged roads, shoulders, slopes etc.

Past experience has shown that a tractor with boom mounted rotary type cutter works well.

Flail type mowers are not usually able to meet spec. Where slopes allow a skid steer (with tracks) with a brush cutter have also worked well.

Road Junctions Do not deposit brushing debris on the roadway of adjoining roads.

Debris The Contractor shall remove and scatter all debris from the roadway. Do not deposit any material in streams, streambeds, culvert inlets or outlets, or drainage ways.

Time Frame All work will take place between July 6 and August 31. Work may be able to be performed, on some roads, outside of that window only with permission of the COR.

Safety The machine operator and helper will comply with all Federal and State safety requirements. Contractor shall protect the public against flying debris including closing sections of road, if necessary, with the approval of the COR. The contractor shall be responsible for supply, placement and maintenance of all traffic warning signs meeting the requirements of the Manual of Uniform Traffic Control Devices

(MUTCD). These signs shall be visible to all traffic approaching the active work area. They shall be moved as work progresses so that at all times there is an adequate warning of the machinery ahead.

Incompetent or unsafe operation of equipment or performance procedures will be sufficient cause for the COR to require changes in personnel or procedures.

Measurements:

Linear measurements will be horizontal along the road centerline regardless of the amount of work required. Measure items listed in the bid schedule.

Payment:

The accepted quantities will be paid for at the contract unit price for the pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. Individual task orders will be placed against the “parent” contract for specific project work as needed. The Contractor shall, without additional expense to the Government, transport his equipment and operator to, from and between all work areas.

Maps will be provided at the pre-work meeting as needed. Quantities will be the number of miles and fractions thereof along the road centerline, regardless of the amount of work required.
