About this file
This document is an attachment providing information on the Sustainable Procurement Program and environmental requirements for contractors at the 162nd Wing of the Arizona National Guard's Morris Air National Guard Base.
The key details are:
- The Sustainable Procurement Program purchases environmentally-preferable products and services to mitigate impacts on human health and the environment. Contractors are expected to identify and purchase "green" products, use alternative fuels and efficient vehicles, and refer to EPA guidelines.
- Contractors must comply with all environmental regulations, properly manage hazardous materials and waste, and avoid polluting air, water, or soil. They are responsible for cleanup of any spills they cause.
- Contractors must recycle construction and demolition debris and report all recycling and disposal activities to the environmental office. Dumping of any kind is prohibited on base.
- Contractors must take precautions to preserve any historical, archaeological, cultural, or natural resources on the base. Activities at formerly used sites must be coordinated with the environmental office prior to work.

162d WG Mission The Morris Air National Guard Base (ANGB) mission is to train the world’s best fighter pilots; provide persistent intelligence, surveillance, and reporting (ISR), and precision attack; secure the nation’s skies; protect the
United States and state of Arizona as Citizen- Airmen; support and develop international partners; and engage with our community.
Sustainable Procurement
The purpose of the Sustainable Procurement Program (SPP) is purchase environmentally-preferable products and services to mitigate impacts on human health and the environment.
How does the SPP help the environment?
Reduces energy/water consumption Requires purchase of bio-based products Decreases amount of solid waste sent to landfills or incinerators Decreases environmental impacts of vehicle operations Protects human health/environment by eliminating the use hazardous air pollutants and priority chemicals
How can you help?
Identify and buy products made with recovered materials or other “green” items, regardless of how purchases are made or how large or small the purchase
Purchase from the General Services Administration (GSA), Defense Logistics Agency (DLA), and Government Printing Office (GPO) – These sources make automatic substitutes for you
Purchase Energy Star® and Federal Energy Management Program (FEMP)-recommended products
Use alternative fuels and efficient vehicles Refer to EPA-designated guideline items list when making purchases:

ESOH Policy The 162WG adheres to Air Force Policy Directive (AFPD) 90-8, Environment, Safety, and Occupational Health Management and Risk Management, which serves as the Environment, Safety, and Occupational Health (ESOH) policy for the Air Force and Air National Guard.
The Air National Guard and 162WG commit to ensuring compliance, managing risks, and continually improving their environmental management systems (EMS).
162WG personnel, tenants, and contractors working for, or on behalf of the base will:
Know the Air Force’s ESOH policy Follow all environmental regulations/laws Be proactive environmental stewards (e.g., reduce, reuse, recycle) Continually improve environmental performance and practices Evaluate environmental programs during decision-making processes Know how to respond to environmental emergencies, such as spills https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program
Hazardous / Solid Waste
Water Quality The contractor shall not pollute any streams, rivers, or waterways through sanitary sewer overflow, spillage of raw sewage, direct discharge, or by storm water run-off. The contractor shall comply with all applicable federal, state, local laws and base plans and notify Environmental as soon as possible for any spills. Contractors that cause a non-emergency spill will be responsible for cleanup of the spill.
Contractors that cause an emergency spill are still responsible, but should not attempt the cleanup.
Hazardous Materials Short-term contractors will provide Environmental and the HAZMART a list of all hazardous materials (HAZMAT) and corresponding Safety Data Sheets (SDSs) prior to commencing work. The contractor will be responsible for keeping this list and SDSs current. Long-term contractors are required to bring all authorized HAZMAT to the HAZMART for management through the EESOH-MIS database.
The HAZMART is located in Building 9. Their phone is 295-6715. Hours of operation are Monday- Friday 0700-1600.
Air Quality Contractors will ensure all pre-construction Air Permits are coordinated through Environmental.
Items of interest include, but are not limited to concrete batch plants, paint booths, storage tanks, electric generators, solvent tanks, facility boilers and other combustion devices. Also, any changes to the scope of work of any current project must be presented to Environmental, allowing reasonable time for review and if needed modification to applicable Air Permits.
Installation of or work associated with aboveground storage tanks (AST) or underground storage tanks (UST) will be coordinated with Environmental. Any tanks with a capacity greater than 55 gallons must have secondary containment or a contingency plan.
Regardless of the amount of petroleum products on site, the contractor shall have spill kits available and immediately clean up all spills. Contractors are responsible for completing state-required forms and conducting all UST-related work in accordance with regulations and manufacturers specifications.
Storage Tanks
Disposing of construction and demolition (C&D) debris in landfills consumes enormous amounts of space and is both economically and environmentally costly. All efforts should be made to recycle C&D debris from projects.
The base recycles metals (aluminum, iron, steel, tin) plastics, cardboard, office paper, concrete, and milled asphalt. Separate and place all ferrous and nonferrous metals in approved containers, sell for scrap, or donated to the base recycling program. All weights and types of materials recycled and disposed must be reported to Environmental or the Contracting Officer in charge.
There are NO permitted landfills on base; any reference to disposal at a landfill means an approved off-base landfill. At no time will yard waste be mixed with other types of waste generated by the contractor.
The contractor shall provide the government a copy of the disposal ticket within five days of the end of the month. ABSOLUTELY NO DUMPING OF
ANY KIND WILL BE PERMITTED ON BASE!!!
Toxics It is the contractor’s responsibility to complete notification applications. Environmental will review, sign, and submit completed forms to state agencies as needed. All asbestos, lead-based paint, and polychlorinated biphenyls (PCB) waste will be segregated, properly containerized, and shipped with either a waste shipment record or manifest to an approved facility.
Cultural / Natural Resources Contractors will take precautions to preserve all pre-existing historical, archaeological, and cultural resources. If during project execution the contractor observes unusual items that might have historical, or archaeological value, contact the Contracting Office as soon as possible. Contractors will also minimize interference or disturbance to fish and wildlife. The contractor is not allowed to alter water flows or disturb native habitat adjacent to work areas unless directed by Environmental.
Restoration There are many potential below-ground issues at formerly used bombing ranges, disposal pits, spill areas, UST sites, fire training areas, and landfills, including unexploded ordinance, contaminated soils and groundwater, and landfill disposal debris. Any proposed activities at or adjacent to these sites, including digging or trenching activities must be coordinated with Environmental prior to initiating the work. The location and status of restoration sites can be obtained through Environmental.
